The Regional Administrator I will provide guidance and coordinate all GeoBase activities at the bases within the respective ANG GeoBase region. This position will be located at Carswell Air National Guard Base, TX.

•Identify, contact, establish, and maintain good working relationships with key resources at the ANG bases within the respective region.

•Provide guidance and coordination to Garrison GeoBase Manager

•Represent the ANG GeoBase program at various meetings, working groups, technical sessions

•Act as technical support for GIS and GPS hardware and software

•In coordination with the Training Sub-committee, develop, update, and maintain the training curriculum, syllabus, and other training materials.

•Maintain and continually improve GPS and GIS skills to a subject matter expert level.

•Work with the Education Administrator to coordinate various trainings for ANG Units.

•Develop and deliver GIS/GPS training curriculum to ANG units in order to meet training objectives.

•Provide lessons learned to the Training Sub-committee along with recommended changes, additions, or deletions to the training curriculum and supporting materials.

Promote the principles of Garrison GeoBase and provide guidance and consulting support to regional ANG bases in the collection, storage, delivery, and integration of geospatial data.

•Maintain and guide inventory of deployable GeoBase assets

•Coordinate/develop/deliver modular training program to CIP Data Stewards

•Communicate new guidance and policy updates to regional CE units

•Provide education/consultation to Regional Functional Communities

•Promote and disseminate HAF/ANG GIO policies and procedures for the acquisition, development, and maintenance of geospatial data

•Acquire, process, and integrate various forms of geospatial data into GeoBase standards

•Coordinate and manage base-level GIS projects to ensure GeoBase compliancy

•Create external databases as needed to facilitate data distribution/visibility and operate as data “gatekeeper” between the base and all other organizations/agencies.

•Operates as the lead for the QA/QC processes to ensure data standard compliancy and consistency across all bases within the region.

•Coordinate with GIO Database Administrator to ensure proper storage and dissemination of geospatial data

•Present formal publications, communications, plans, deliverables, and other work products to Leadership

•Represent the ANG GeoBase program at various meetings, working groups, technical sessions

•Promote the benefits of the ANG GeoBase program

Typically requires an Associates degree in computer science and six (6) years of relevant progressive experience. Progressive relevant training and/or certification may be substituted for a portion of the experience requirement.

Knowledge, skills & abilities required:
•Experience in implementing and managing large geospatial technologies projects or programs required

•Experience managing enterprise-wide geospatial technologies programs a plus. Additional experience is preferred; DoD, Air Force, or Air National Guard GIS or GeoBase experience will also be considered.

•Experience with CADD technologies and data migration to GIS required

•Experience with and technical working knowledge of leading geospatial technologies vendor software and software configurations required

•Applied knowledge of relevant industry and government standards such as SDSFIE and FGDC metadata standards is highly desired

•Proven verbal and written communications skills required

•Experience with web technologies, standards, and protocols desired

•Experience authoring data management plans, QA/QC plans, geospatial technologies needs analysis, strategic plans, and/or implementation plans is a plus

•Classroom teaching and or training experience as an instructor desired

Physical Requirements

Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.

Work Environment

An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.

Equipment and Machines

Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.


Regular hours will be between Monday-Friday 7:00 a.m. – 5:00 p.m. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.

Other Essential Functions

Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer’s locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
