Title: GIS Analyst
Location: Okinawa and Iwakuni Japan
Assist a DoD client with improving and maintaining GIS data for military installations. Provide specialized technical and analytical geospatial assistance that will support the development and maintenance of installation datasets. Support data collection through specialized GPS equipment, SDSFIE standards integration, and quality verification processes. Maintain geospatial data in an enterprise GIS implementation, aid in the maintenance of the geodatabase, and apply technical and programmatic knowledge of GIS. Execute the responsibilities of a GIS Analyst supporting Installation Management functions as a part of a DoD Installation Geospatial Information and Services (IGI&S) Program, which include:
GIS technical proficiency and experience with Esri ArcGIS.
GPS data collection
Experience working in an enterprise Esri ArcGIS environment to include versioned editing.
Data preparation, management, and maintenance
Script writing for automation of routine GIS tasks and procedures.
Data Model support and compliance.
Communicate standards, methods, quality assurance/control processes, and metrics.
Requirements and Experience:
The following are requirements of a potential candidate:
Bachelors Degree in Geography, GIS, Cartography, Survey, or IT related field
4-6 years of experience in GIS with cartographic, analyst, editor, database or similar duties
2 years of experience with GPS equipment, data collection, and post-processing
Experience with Esri software applications and spatial analysis including; network
analysis, spatial analysis, and 3D analysis
Understanding and Knowledge in geography, scientific methods and GIS principles.
Experienced and knowledge in the implementation of the Spatial Data Standards for Facilities, infrastructure, and Environment (SDSFIE)
Knowledge of DoD and Federal GIS Standards and Policy,
United States citizen and have U. S. drivers license
Effective Communication both orally and in writing
The following are desired capabilities and experience of a successful candidate:
Knowledge of unique challenges to GPS data collection in tectonically active areas
Ability to interact with utility engineers and understand utility systems as they relate to GIS
Understanding of utility networks and modelling of connectivity/flow rules
Experience with GIS data and CAD data integration
Awareness of basic urban planning principles and/or Master Planning process
Experience with image processing and raster analysis
Ability to work independently and proactively to take initiative and solve complex problems
Experience in DoD Installation Geospatial Information and Services (IGI&S) or other DoD installation functional areas
Able to develop maps for visualization and analysis
Python script writing experience
Data management experience
Able and willing to perform fieldwork and travel via military transportation
Ability to obtain and maintain a DoD Secret Clearance
