Job Summary

Direct a research group that provides data and analysis of Minnesota’s state taxes and estimates the impact of proposed law changes. Serve as a state expert in tax policy. Provide policy makers at the Minnesota Department of Revenue, Minnesota Management and Budget, Minnesota Legislature and the Governor’s Office with expert information, data, and recommendations. The successful candidate will have strong theoretical and practical experience in economics and public finance and be able to identify and propose creative solutions to address the state’s tax policy issues.

Qualifications

Minimum Qualifications:

Master’s degree in Economics, Taxation, Public Policy, or closely related area.

Demonstrated leadership acumen in project management, personnel development and group facilitation.

Experience in:
• Researching, evaluating, monitoring, and communicating tax policy.
• Designing complex research projects related to tax policy, including their design, scope, and methods.
• Communicating the results of complex research to policy makers and the public.
• Collaborating with tax policy makers and other professional experts in the field.
• Analyzing state or national tax proposals.

Knowledge of:
• Technical research methods and statistics (e.g. sampling theory, regression and time series analysis, and forecasting).
• Current computer technologies and software applications used in data-intensive research and tax models.

Preferred Qualifications:

Ph.D. in Economics, Taxation, or Public Finance.

Experience and knowledge of state-level tax policy issues related to state income, corporate, sales, and excise taxes.

Management experience, including hiring and supervising employees conducting data-intensive research in public policy, managing financial resources, and reporting to and supporting senior executives.

Experience presenting tax information, analysis and recommendations to policy makers and staff.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.

Additional Requirements

Prior to an offer of employment, a background check will be conducted. This will include, but is not limited to checking degrees and licensures, criminal history, and tax filing and payment history. All individual income tax filing and payment obligations must be current prior to interviewing for this position.

Must be legally authorized to work in country of employment without sponsorship for employment visa status (e.g., H1B status).
