Description

Under direction of the GIS Manager uses Geographic Information System (GIS) to generate graphics, maps, statistical reports, and web mapping applications to support the various departments within the City of Abilene, Taylor County, and other local government agencies pursuant to a collaborative Interlocal agreement.

SUPERVISION EXERCISED

This position serves as a technical lead in a production environment.

Examples of Duties

Creates, edits, or imports data into the Enterprise GIS and related databases using GIS software.

Accepts incoming requests for digital cartographic and information products and determines the correct course of action to provide the customer or user with the best product available.

Ensures the quality and timely production of computer generated maps and reports.

Provides web mapping application assistance and support for GIS users as well as the citizens of Abilene.

Performs GIS-based analysis and manipulation of databases to support a wide variety of City operations.

Maintains/updates custom GIS applications for visualizations such as portals, web apps, mapviewers, etc. in order to ensure quality, currency, and accuracy of available information.

Edits existing GIS data or converts GIS spatial data to various GIS software formats, projections, and scales in order to ensure accuracy of created/updated spatial information.

Produces cartographic and informational products and reports to support a wide variety of City operations.

Typical Qualifications

Use and operation of geographic information system software such as GeoMedia, Esri suite of products, ERDAS, ER Mapper, Maptitude, etc. as needed to manipulate Vector/Raster GIS data, fulfill project obligations, and meet city requirements

Use and operation of geographic information system hardware such as digitizers, scanners, plotters, CD/DVD burners, personal computers, mobile devices, GPS equipment, and printers as needed to fulfill project obligations and meet city requirements

Basic principles, methods, techniques, and procedures utilized in the maintenance, and production of geospatial data, tabular data, and graphics as needed to produce and develop needed GIS data.

Skill to:

Manipulate GIS data and operate ESRI ArcGIS Desktop at a high level to support day-to-day operations of the city.

Utilize spatial analysis techniques and methods and adapt to complex problems involving digital data or data sets as needed to analyze and interpret data.

Ability to:

Analyze geographic information system users' needs and requirements as needed to identify goals, objectives, and problems, as well as examine alternatives and develop conclusions and recommendations.

Prepare and interpret reports, diagrams, charts, and technical drawings as needed to complete projects and other departmental obligations.

Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:

Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:

GIS Technician III

Experience:

Three (3) years of experience with relevant computer equipment and software applications. Two (2) years of experience with GIS software, preferably ESRI is preferred.

Education/Training:

A Bachelor's degree in Computer Science, Software Engineering, Computer Information Systems or a related field is required.

GIS Technician IV

Experience:

Five (5) years of experience with computer equipment and software applications. Five (5) years of experience with GIS software, preferably ESRI is preferred.

Education/Training:

A Bachelor's degree in Computer Science, Software Engineering, Computer Information Systems or a related field is required.

License or Certificate:

A valid Texas driver's license is required.

Certificate in GIS is required.

Special Requirements:

Essential duties require the following physical skills and work environment:

Ability to work in a standard office environment.

Work is primarily performed in a climate-controlled office environment.

Physical demands are sedentary in nature with prolonged sitting.

Work may cause eye and finger fatigue because of fairly continuous use of motor senses.

Position requires moderate physical effort in carrying/moving computers and peripheral equipment.

With or without accommodation, ability to walk, stand, reach and bend.

With or without accommodation, ability to lift up to 50 pounds.
