Geographic Information Systems (GIS) Analyst

GENERAL PURPOSE OF THE JOB:
By using Geographic Information Systems (GIS), the GIS Analyst reviews, collects, manages, maps and analyzes a broad range of public spaces and marketplace data that the Center City District tracks, including but not limited to sensitive and/or confidential data related to crime trends and patterns; and provides tactical, strategic and administrative analysis about such data as well as highlighting broader patterns and trends within the District, such as retail and building occupancy and the effect of public area improvements. Communications of the findings are to be done by annotated GIS thematic maps, written reports and spreadsheet/database printouts.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
•Works under the management of the Vice President of Public Safety to meet the goals of multiple CCD departments cross-referencing real estate, public space and crime data trends. Assists as needed with preparing various surveys, entering and analyzing data, and identifying trends, patterns and predictions.
•Prepares crime summaries, statistical reports, spreadsheets, charts, maps, diagrams, graphs and related materials in order to support the crime prevention strategies and deployment and track and present findings related to criminal activity, patterns, and trends; prepares predictions based upon previous reported activity and an analysis of typical behavior patterns in order to support the partnership between the CCD and the Philadelphia Police Department. This position requires daily geocoding of police provided crime data and may require the individual to work closely with the Philadelphia Police Department to verify reported incidents.
•Prepares data analyses, maps, charts, diagrams, graphs and related materials to support the CCD’s Public Space Reporting System. This includes geocoding locations collected by the Community Service Representatives using ArcGIS Desktop and Microsoft Excel to analyze the data using Spatial Analytics to produce reports and maps related to the collected data. The reports and maps are generated from data collected from homeless, panhandling and public space surveys.
•Works internally with CCD departments and externally with city agencies and other organizations to track the resolution of outstanding issues. Develop a protocol and reporting methodology to monitor the success of the public space reporting system.
•Provides GIS analysis and map production for various departments within the Center City District.
•Researches, studies, and attend conferences and meetings involving GIS to keep all CCD departments updated on new concepts, equipment and software programs. Trains and assists other CCD employees on GIS and troubleshoots when necessary.

SUPERVISORY RESPONSIBILITIES:
•The GIS Analyst must have the ability to work independently in a fast paced work environment.

EDUCATION AND EXPERIENCE:
•Bachelor’s Degree from an accredited university or college in Geography, Urban Planning, Statistics and /or Public Administration or Geographic Information Systems Proficiency (GISP) Certificate.
•3-5 years experience directly related to the duties and responsibilities specified.

SKILLS AND ABILITIES:
•Proficiency with terms, concepts, and experience using ESRI ArcGIS Suite, ArcPad, ArcMap 10.5, ArcGIS Pro, creating/editing models using Model Builder and/or Python. License levels Standards and Basic including extensions of Spatial Analyst.
•Proficiency with ArcGIS Online, Creating Map Services for use in ArcGIS Apps such as Collector, Survey123, Explorer for online and offline data collection.
•Knowledge of using ESRI CityEngine and/or Google SketchUp for 3D Mapping.
•Thorough knowledge of statistical processes, procedures, and programs (S-Plus, SPSS).
•Understanding of various database programs such as Microsoft Access, Microsoft SQL and, Filemaker Pro or similar database programs.
•Microsoft Office suite products such as Word, Excel and PowerPoint.
•Strong ability to learn and understand new computer software.
•Strong cartographic skills to represent data in a clear, accurate, and concise manner using proper cartographic principals with understanding of Geographic Coordinate Systems concepts.
•Knowledge of the distinction between crime patterns, series and trends, including a thorough knowledge of crime issues and trends.
•Solid communication skills with the ability to work effectively with fellow employees, representatives of other agencies, organizations, and with other related businesses.
•Strong problem solving skills.
•Ability to think critically, synthesize large amounts of information and work in a fast paced work environment.
•Ability to present material to an audience ranging from a few to large groups.

PHYSICAL CHARACTERISTICS:
•Physical characteristics, demands and requirements needed to complete the essential functions of the position of the position include:

oWorking in a sedentary work position for extended periods and viewing one or multiple computer screens.
oRoutine keyboard operations involved with data entry and/or mapping. These functions may be repetitive.
oVisual stamina and acuity to review alpha and numeric data.
oSense of color perception for maps and reports.
oExposed to normal office environment with no significant environmental hazards.
oAbility to sit and be attentive for extended periods of time.
oMay require walking for field verifications with keen eye on Public Space issues.

ADDITIONAL REQUIREMENT:
•Must be able to pass a background investigation due to the sensitive nature of the data the employee will be handling and interaction with various law enforcement agencies to include a criminal history and child abuse clearance, a reference check and a drug screening.
