ESSENTIAL JOB DUTIES:
The County of Moore seeks an innovative GIS professional to support the countyís growing GIS needs. The position will
support multiple departments with their varied and unique needs. Under direction from the GIS Manager, this position
performs GIS design, development, and implementation services for county users utilizing GIS technology.
Perform data modeling and integration with spatial layers; develop and perform quality control processes on GIS data.
Performs GIS data analyses using geoprocessing tools, and develop map products on top of the analyses. Prepare
technical documentation including data specifications, user requirements and procedures.
Develop mobile applications using ArcGIS Online, Collector, and Navigator to support internal customers.
Develop automation procedures using geoprocessing tools and Python for data extraction, transformation, loading and
computation to support applications.
Work with customers at all organizational levels in project development and develop project work plans/schedules and
monitor project resources; consult with end users, clients and customers to determine GIS and system information needs;
provide public information and assistance to a variety of internal and external customers of GIS products and services.
Performs GIS reporting, both written and oral and other GIS related duties as assigned.
KNOWLEDGE AND SKILL REQUIREMENTS:
Advanced GIS software (Esri ArcGIS: Desktop, Pro, Online and Server).
Basic principles of GPS, land surveying, and land records.
Basic web and computer programming and scripting techniques..
Project management skills.
GIS specifically in the functions of water and wastewater utility systems, asset management, emergency services, 911
systems, planning and permitting, and tax information systems.
Relational database management systems and enterprise software applications
Research techniques, GIS best practices, and knowledge of contemporary issues in GIS.
EDUCATION AND EXPERIENCE REQUIREMENTS:
High School graduate and 8 years of progressive work related experience;
OR, Graduation from a two year college or technical program and six (6) years of progressive work related experience;
OR, Graduation from a four year college or university and two (2) years of progressive work related experience;
OR, Graduation with a Masterís degree;
Preferred: Certified GIS Professional (GISP).
LICENSE AND CERTIFICATION REQUIREMENTS:
Must possess and maintain a valid North Carolina Driverís License.
This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force
frequently and a negligible amount of force constantly to move objects; work requires reaching, pulling,
lifting, fingering, grasping and repetitive motions; vocal communication is required for expressing or
exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others
accurately, loudly, or exchanging ideas by means of the spoken word, and conveying detailed information
through oral communications and or to make fine distinctions in sound; visual acuity is required for depth
perception, color perception, night vision, peripheral vision, preparing and analyzing written or computer data,
visual inspection involving small defects and/or small parts, use of measuring devices, operation of moto
vehicles or equipment, determining the accuracy and thoroughness of work, and observing general
surroundings and activities. The worker may occasionally be subject to adverse environmental conditions while
making field visits, attending off-site events, etc.
