The Deputy Geographic Information Officer for Architecture and Planning is responsible for managing and growing the city’s GIS enterprise platform. This is a position that requires vision, leadership and advanced technical skills and experience to successfully collaborate with multiple technical teams and contractors as well as engage and inspire stakeholders across multiple agencies to act on complex problems. The city’s GIS enterprise system is based in Esri technology and includes on premise (ArcGIS 10.4) and cloud services and services (AWS, ArcGIS Online), Oracle, SQL and Postgres RDBMS, and custom systems for address/geocoding and many ETLs and data integrations supporting 24/7 city operations and public web applications. The deputy GIO for Architecture and Planning will plan and execute upgrades to systems, monitor and test systems, evaluate and implement technology changes to improve efficiencies, expand capabilities and reduce operating costs. Key to the role is expertise on geocoding and address standards.
The Deputy GIO will lead and empower a team of geospatial system engineers and application developers. The Deputy GIO will architect and manage data integrations, ETLs and applications requiring 99% up-time in a production environment.
The deputy will work closely with OIT’s Chief of Security, Database Administrator, Enterprise Architect, Deputy GIO for Enterprise Projects, and the City’s Open Data Officer. This position reports directly the Chief Geographic Information Officer.
Provide for the overall administration, maintenance, configuration, and tuning of a citywide enterprise GIS platform including ArcGIS Server and multiuser geodatabase (SDE) administration that uses versioned, replicated, and distributed editing on Oracle and SQL Server RDBMS, and ETLs, data integrations and applications provisioned on prem and in cloud environments: Esri Portal, AWS and Azure.
Develop, manage and improve Extract, Transform and Load (ETL) process for data integrations in 24/7 production environments to support city operations, analytics, and open data services.
Oversee administration and growth of the city’s custom address standardizer and geocoding Address Information System (AIS) and provide expertise on address reconciliation and geocoding solutions.
Application/services/hardware/software monitoring and troubleshooting to ensure high availability and reliability. Contribute to system incident response, event handling and reporting.
Oversee software inventory and license managers (Esri Enterprise Licenses Agreement, Microsoft, Development Software, Pictometry, etc.) relevant to the enterprise or CityGeo team.
Oversee and direct the installation, configuration, testing, tuning and administration of web/application servers.
Coordinate and collaborate with network engineers, security, and database administrators to ensure business needs are successfully met.
Install and/or upgrade new/current servers and configure software, peripherals, services, settings, directories, storage, etc. in accordance with standards and project/operational requirements.
Perform activities to ensure robust and successful disaster recovery plans, backup and retention plans of spatial data, services and applications.
Provide team leadership, mentoring and technical direction. Ensure the staff are improving and adapting their technical abilities.
Devise short and long term plans that that provide clear direction for the growth, advancement, reliability and sustainability of the City’s spatial technology platforms.
Ensure investigation and resolution of technical issues for systems, scripts and operations requiring 24/7 up time and 99% up-time.
Ensure that projects are have fully documented scope of work, workflows and procedures.
Minimum of 5 years of experience performing GIS environment architecture and administration of enterprise level staging-to-production GIS environment with demonstrated use of ArcGIS Server version 10.x or higher, multi-user geodatabase editing on a commercial RDBMS, use of Python and other scripting tools to create, monitor and maintain ETL processes for 24/7 production environment including AWS or Azure provisioning and administration skills.
Minimum of 3 years of experience demonstrating project management and team leadership capabilities.
Completion of a Master’s Degree program at an accredited college or university, which has included major course work in computer science, information science, geography, GIS or a closely related.
