Information Technology Ė Polk County Government BoCC

Reports to the Internet Supervisor. Provides technical expertise in Geographical Information Systems (GIS) development, programming, operations, analysis, design, construction, database implementation, documentation and ongoing support for GIS client applications.
Responsible for performing systems analysis, design and implementation on large complex ESRI ArcGIS Online and GIS interactive applications. Deals with a large diverse group of users, divisions and agencies when developing a geographical information system. Completes accurate program development estimates. Develops time/cost estimates and cost benefit studies. Responsible for tracking the progress of projects to ensure timely completion.††
System Analysis, Design and Development:
Responsible for the maintenance of a large GIS system consisting of four servers (application, database, license and file/print).† Prepares program and job documentation for internal and client use.† Performs technical work writing and maintaining programs using ESRI Web APIís, Python scripting, ArcGIS Online, Microsoft SQL databases and ESRI SDE.† Database duties include setting up and maintaining layer versions, post/reconcile updates, adding new layers, keeping layers up to date either by entering data or acquiring data from other organizations.† Must be able to setup and maintain the Countyís ArcGIS Online account, manage license, content and application templates.† Ability to create and modify map services for access by external vendors and internal systems. Maintains and enhances a working knowledge of the required GIS programming languages, coding methods, data access methods, and operations requirements. Creates test data and evaluates test results. Participates in post-implementation reviews and revisions. Monitors servers for abnormal performance and takes proactive corrective action. Works with clients to identify program requirements and business rules. Works with clients to explain program usage and results. Translates system requirements into program specifications. Identifies data capture control methods, database and map elements, and symbology. Responsible for creating, maintaining, and the storage of geographic data, text and imagery in an SDE database utilizing Image Server.
Develops and maintains an in-depth knowledge of the clients GIS application needs and business rules for the fifteen divisions that IT provides GIS support, including any additional support to other county constitutional offices and municipalities.
Trains customer employees in the proper usage of new GIS systems. Assists in the technical GIS/database/development training of junior GIS staff members. Provides advanced technical guidance to other staff members.† Assists other staff with various GIS-related programming tasks.
Written and Oral Communications:
Conducts meetings with client staff.† Provides written and oral reports to management of the Information Technology Division.††
General duties/ Tasks/ Skills:
Coordinates the work of assigned vendors. Monitors, and reports on all vendor tasks for GIS support.
Respond timely to all after hours network emergencies and escalate to the appropriate management, as required.
Keeps abreast of all new technology used through the BoCC and relays new technology information to other county personnel as required.
Reviews GIS related projects and work requests to ensure Service Level Agreements (SLAs) are met or exceeded.
Performs related duties as required.
Completion of additional educational courses as required.
Position may require travel as needed.†

KNOWLEDGE, ABILITIES AND SKILLS
Ability to organize and lead a team; ability to work as part of a team or independently as required; extensive knowledge of GIS and business concepts; knowledge of system development methodologies and the ability to apply this knowledge to the analysis and development of geographic information systems; knowledge of MS Window Server operating systems; knowledge of ESRI ArcGIS Server and ArcSDE software; ability to write, test and debug GIS programs; ability to translate system requirements into program specifications; ability to follow oral and written instructions, to use independent judgment and make logical decisions; ability to communicate effectively both orally and in writing; ability to maintain an effective working relationship with employees, management, and other divisions.††
Ability to sit for long periods; ability to concentrate on detail and sequential work tasks; Ability to speak in a manner that can be understood; ability to bend, stoop, sit and stand; Ability to perform tasks that require eye hand coordination; must have the ability to see, write and perform data entry keying efforts. ††
Graduate of an accredited four (4) year college with major course work in Information Systems,††
Geographic Information Systems (GIS), Geography or a related field.†††
Minimum of four (4) years related experience, including three (3) years in a major GIS analysis and design project.††
Must possess a valid driverís license and be able to secure a valid Florida driverís license within 30 days of employment.††
A comparable amount of related training, experience and education may be substituted for the minimum qualifications. †
Prefer candidates with experience in:
ArcGIS for Desktop (Advanced, Standard and Basic)
Microsoft Internet Information Server (IIS)
Microsoft .Net (C+, C#, or Visual Basic)
Microsoft SQL Server
Previous state, county or local government agency experience
This position may be required to report for work when a declaration of emergency has been declared in Polk County.

Work Schedule: †Monday - Friday 8am - 5pm†
Rate of Pay: $59,800 - $89,648 (Exempt Salary)
