The International Association of Fire Fighters (IAFF) currently has an IMMEDIATE opportunity for a Senior Level (Non-Manager) GIS Analyst to support programmatic research and analysis related to the evaluation of local emergency response systems and the deployment fire and emergency medical response resources. The position:
Primary responsibilities for this position will be to support data management and analysis activities with the Technical Assistance and Information Resources Division of the IAFF in Washington D.C. This is a senior-level (non-exempt) position. The position will entail management of complex geospatial datasets, multi-criteria decision analysis of Fire and EMS response systems, and technical report writing. The candidate must have a strong knowledge of ESRI ArcGIS, including network and spatial analysis, oral and written communication skills, including practical experience in technical writing.
Candidates should be able to filter, “clean” and process quantitative information from a variety of sources, juggle multiple tasks, and interact effectively with clients and colleagues. The ideal candidate will have experience with data management and analysis of data from multiple sites and in multiple formats.
This is a full time position (32.5-hour work week) with office assignment at the Headquarters of the International Association of Firefighters in Washington D.C. The option to telework is not available for this position.
Key Responsibilities:

·         Conduct geospatial analysis and prepare appropriate documentation for dissemination to local community decision makers.
·         Develop geospatial mapping products to support Fire/EMS Operations
·         Data procurement and quality assessment/ analysis, including geospatial data collection, data management, and visualization.
·         Create automated scripts for ESRI ArcGIS using Python
·         Provide technical assistance regarding geospatial data collection and the use of GIS tools
·         Work closely with multi-disciplinary teams such as media relations, communications, and financial analysts to assure a complete review of the each case
·         Ability to provide deliverables in a timely manner
·         Ability to effectively communicate with clients regarding data needs and priorities
Qualifications & Experience:
·         Bachelor’s degree in Geography, Computer Science, Public Safety, or related field; Master’s preferred
·         Minimum of 5 years of professional experience in ESRI ArcGIS
·         Minimum of 5 years of professional experience in network analysis, statistical analysis, and geoprocessing
·         Ability to coordinate large GIS data volume sets
·         Experience with census data and other risk management data for emergency response
·         Ability to conduct quality assurance activities
·         Effective time management and prioritization skills
·         Excellent problem solving skills with the ability to analyze situations, identify existing or potential problems and recommended solutions
·         Basic Understanding of Public Safety
·         Experience with PostGIS
·         Some experience with LIDAR
·         Experience with SQL and similar technologies
·         Experience developing web and mobile GIS applications
·         Database administration
·         Ability to coordinate large GIS data volume sets
·         Basic understanding of labor unions
·         Excellent oral, interpersonal, and written communication skills
·         Strong analytical abilities, solid analytical and trouble-shooting skills, with the ability to quickly identify and solve client issues
·         Knowledge of Java, Javascript, Python, SQL, and other programming languages, as well as, basic understanding or ability to learn Tableau, Jupiter Notebooks and other data analysis and visualization software.
·         Knowledge of statistics and experience using statistical packages for analyzing large datasets such as excel, SPSS, SAS, pandas, R, etc.

Starting salary is $75K with increments to $90K in 24 months. The IAFF offers a benefits package that includes paid health, pension, 401k, tuition reimbursement and technical training.
Please note that normal working hours are M-F, 9AM to 4:30PM and the work is performed at our Washington, DC offices. Occasional travel may be required.
