The City of Anaheim Finance Department seeks a tech-savvy, customer service-oriented Assistant Geographic Information Systems (GIS) Manager to assist in the supervision and coordination of the programs and activities of the Geographic Information Systems (GIS) Group. The GIS Group is a centralized GIS support team, providing the entire City with comprehensive GIS-related support. The assistant manager will aid in the day-to-day management responsibility for Geographic Information System (GIS) services including supervising, assigning, reviewing, and participating in the work of staff responsible for providing GIS services; to ensure work quality and adherence to established policies and procedures; to perform the more technical and complex tasks relative to assigned area of responsibility; to provide responsible and complex administrative support to the GIS Manager; and to serve as second in charge of the GIS Group and to act as the GIS Manager in his absence.

Candidates must possess an equivalent combination of Bachelor's Degree in Geography or other related field and six years of responsible technical GIS operating experience involving analysis, design, development and programming of GIS applications and databases including one year of administrative and/or lead supervisory experience. ArcGIS and GIS-related programming experience is highly desired. Prior municipal GIS experience is a plus.

Essential Functions
The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

Participate in the overall management of the GIS Group; assume day-to-day management responsibility for GIS services including planning, prioritizing, assigning, supervising, reviewing, and participating in the work of staff responsible for providing GIS services; prepare various maps, graphics and printed materials.

Establish schedules and methods for providing GIS services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.

Participate in the development and implementation of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; monitor work activities to ensure compliance with established policies and procedures.

Participate in the selection of GIS staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

Participate in the preparation and administration of the GIS program budget; submit budget recommendations; monitor expenditures.

Perform the most technical and complex tasks of the work unit.

Oversee the maintenance of GIS equipment, including instruments, hardware, software, and data.

Meet with City staff to assess GIS needs; develop plans and make recommendations to meet needs of City staff.

Coordinate the research and recommendation of GIS hardware and software for use by the GIS section; assist in researching and recommending computer hardware and software.

Develop complex GIS applications for system users and operators using advanced programming languages; write, edit, install, and verify that programs are debugged and provide desired results.

Design and develop complex GIS database models and templates.

Write and edit programs for accessing, maintaining, linking, and populating databases; verify database integrity.

Maintain records concerning operations and programs; prepare reports on operations and activities.

Coordinate activities with those of other departments and outside agencies and organizations; provide staff assistance to the GIS Manager; prepare and present staff reports and other necessary correspondence.

Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of GIS; incorporate new developments as appropriate into programs.

Serve as the GIS Manager as required.

Perform related duties and responsibilities as required.

Qualifications
Candidates must possess a Bachelor's Degree in Geography or other related field and six years of responsible technical GIS operating experience involving analysis, design, development and programming of GIS applications and databases including one year of administrative and/or lead supervisory experience. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.

Must demonstrate knowledge of Geographic Information System theory, tools, software, and its application; the role of geospatial information in organization-wide management of operations, decision-making, and policy formulation; UNIX and Windows operating systems; relational databases; ArcGIS software applications, including ArcGIS Desktop, ArcGIS Enterprise, ArcGIS Server, and ArcGIS Online/Portal; database software applications including Oracle and Microsoft SQL Server; geospatial data models; mapping and civil engineering practices; advanced automation systems integration and applications; principles of management, supervision, training and performance evaluation; project management techniques; contract administration procedures; budget theory.

Must be able to oversee and participate in the management of a comprehensive GIS program; coordinate and direct GIS programs; supervise, organize, and review the work of assigned staff involved in GIS program activities; select, train, and evaluate staff; recommend and implement goals, objectives, policies and procedures for providing citywide GIS services; understand the organization and operation of the organization and of outside agencies as necessary to assume assigned responsibilities; understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations; prepare clear and concise reports; participate in the preparation and administration of assigned budgets; write complex custom applications; create, install and maintain custom database applications; install, debug and resolve software problems and applications; interpret non-technical user requests or problems; clearly communicate technical ideas and thoughts to GIS operators and users; make mathematical computations; analyze data to prepare reports and maps; develop site specific GIS applications; adapt to changing technologies and learn functionality of new equipment and systems; plan and organize work to meet changing priorities and deadlines; effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit; work cooperatively with other departments, City officials, and outside agencies; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
