Title: 911 GIS Sr. Analyst
Location: Spartanburg, SC
Performs difficult technical work developing and maintaining the County's geographic information system and 911 Computer Aided Dispatch System; does related work as required. Work is performed under the regular supervision of the GIS Manager and 911 Director.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Coordinates and synchronizes data updates and management between GIS Data and Computer Aided Dispatch Data. Coordinates between the GIS/Comm Center and various Emergency Service organizations to include Fire, EMS, Sheriff and Police. Manages GIS Projects; Coordinates Project Development and Design; Provides Quality Control on GIS Projects; Coordinates with Addressing Staff to maintain County addresses; Prepares and maintains digitized land based features; assists system users; converts geographic information to digital data; prepares reports and presentations to staff and GIS Manager.
Updates the CAD geofile. Synchronizes and maintains the interface between CAD and GIS. Installs and maintains all software updates pertaining to the conversion of streets and boundaries from the GIS or emergency service responders into appropriate geofile entries. Maintains mapping system utilizing a GIS work station running Microsoft Windows; edits GIS for correct information and errors. Maintains spatial database entry of GIS land base features such as street, buildings, hydrology, railroads and utilities; maintains addressing data; performs research as required to verify data; perform site checks and GPS collection to verify locations; sketches the road, adjoining roads, buildings, houses, signs, address numbers, etc.; maintains databases to support E911/Emergency Management routing and display address and emergency service information on screen at the public safety answering point; maintains street addresses to all residential, commercial, industrial and institutional properties resulting from new construction, building and mobile home permitting processes; coordinates and maintains an information network that includes all pertinent County departments, municipalities, post offices, fire departments, rescue squads, Emergency Medical Services, other County 911 offices and utilities; assists Fire Marshal in enforcing the address posting requirements of the street naming and property numbering ordinance; coordinates with residents and developers to determine appropriate, unduplicated road names for new and changed roads; coordinates with Department of Roads and Bridges on missing or incorrect street signs and maintains the road maintenance segment database. Performs software upgrades on all GIS related hardware; performs schema changes on the GIS database; translates GIS data into other GIS formats for other departments and outside agencies; trains users as needed on GIS system, plotting operations, procedures, automated programs and communication system usage; produces complex maps for user departments and outside agencies; diagnoses hardware and software problems; identifies malfunctions; repairs or initiates actions to repair problems and malfunctions. Performs maintenance on various types of machines and equipment; solves communications related problems; performs MS Windows system administration as appropriate to GIS workstations and servers; performs database operations; drafts training documentation; disseminates GIS related information and updates; develops backup procedures and implements them on a daily basis. Creates, maintains and distributes data for response to requests for information from internal departments, local governments and the public. Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge in the use of GIS software to include ArcMap, ArcCatalog, ArcSDE, and ArcIMS. Knowledge of troubleshooting methods for ArcSDE and ArcIMS. The ability to create Web applications using ArcIMS and freelance software. Knowledge must include advanced editing skills, use of cartographic tools, and the ability to create ArcMap projects from multiple data sources. Experience level with ESRI GIS products to allow determination of correct tool for a particular task. Thorough knowledge of the principles and practices in a MS Window computer environment; familiarity with the MS Office family of products to include MS Word, Access, and Excel; thorough knowledge of scanning and plotting techniques; familiarity with SQL Server interfaces; ability to establish and maintain effective working relationships with associates and County staff from other departments. Thorough knowledge of County Addressing and Assessment Mapping workflows. Familiarity with various County functions in the Record of Deeds, Planning, Permitting, Public Works offices. Ability to grasp complex workflows quickly and how to apply GIS tools to them. Ability to rapidly learn new software and to train others in its use. Must have excellent interpersonal relationship skills to work with multiple departments and end users of all skill levels.
MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS: Must be physically able to operate a variety of office equipment, be proficient with the computer (Microsoft Word, Excel), fax machine, copier, telephone, etc. Work requires the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects. Work requires standing, walking, fingering, and repetitive motions. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels. Visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
MINIMUM EDUCATION AND EXPERIENCE: Any combination of education and experience equivalent to graduation from an accredited college or university with a Bachelors degree in a related field plus formal training or experience in the use of geographic information systems. Completion of one or more ESRI formal GIS courses. Demonstrated experience with an operational, fully functional, multipurpose GIS is required. Requires possession of an appropriate driver's license valid in the State of South Carolina. Must be able to successfully complete a background investigation.
This is NOT an entry level position. Candidates must demonstrate proficiency with ESRI ArcMap Enhanced software as well as Microsoft SQL Server.
