Position Description:

The City of St. Augustine is looking for a Systems Technician. This is a technical position involving the operation of computerized asset and maintenance management system, customer information system, mapping equipment, Geographic Information Systems (GIS), and databases. The position oversees and provides technical support, development, management and training for the Cityworks Asset Management System. This position will bridge the gap between mapping and work processes Citywide and ensure that these programs support the various design and operational needs of the City.
Duties include:
Collects the data required for mapping, conducts analysis of data for inclusion in databases; manages and updates the data; performs general data management. Maintain the asset groups and related GIS layers within Cityworks.
Assist in the installation of new versions of Cityworks, including updating the Cityworks database schema and associated back-end management/scripting.
Configure and customize Cityworks, including customize look of graphical user interface via XML.
Establishes employee groups, assigns security, and administers access for employees within Cityworks.
Responsible for creating and updating customized workflows. Set up tree structures and keywords for selecting problems, contractors, equipment, materials, and tasks. Specify questions and answers for service requests. Create request templates with a series of questions and answers and other relevant information. Create work order templates and tasks. Define custom fields.
Responsible for populating and updating tables with attributes for employees, contractors, materials, and equipment. Defines and updates valid values for selection boxes and dropdown lists.
Develops and maintains shapefiles, geodatabases and layers for water, sewer, storm drainage, parking, zoning, land use and other types of City infrastructure. Link geo-database fields to Cityworks fields (field mapping) to auto-populate asset attributes on Cityworks inspection/test forms.
Responsible for creating Cityworks reports and preparing technical documentation of project requirements, procedures, execution, and implementation plans.
Responsible for maintenance and improvement of existing Cityworks system, including the creation of needs assessment reviews and provide recommendations for process improvement.
Oversees the receiving, processing, and completion of work requests from City staff as well as the general public.
Produces maps in a variety of formats, utilizing GIS and database software. Per forms other GIS tasks using ArcGIS and Cityworks.

Bachelor’s degree from an accredited college or university in Computer Science, Public Administration, Engineering, or related field and a minimum of two (2) years’ experience in database administration, program maintenance, editing GIS data and/or preparing maps.

A combination of professional certification, education, training, or experience may be substituted for the minimum qualifications of the college degree.

Knowledge of principles, techniques, and terminology of Geographic Information Systems, including geography, geodetic control, cartography, relational databases, and Global Positioning Systems (GPS).

Working knowledge of ESRI ArcGIS in a server environment as well as an understanding of geodatabases required. Experienced usage of Microsoft Office including Excel, Word, and Access required.

Additional experience and ability in the following areas is strongly preferred: provide/write Cityworks system technical recommendations and standard operating procedures; comfort with ESRI's GIS platform (ArcGIS Server, enterprise geodatabase) to support Cityworks; configuring Cityworks core/add-ons/modules: AMS, PLL, Storeroom; providing knowledge transfer or training to Cityworks administrators and end users; and with the creation and deployment of Inspections and Templates.
