Zapata Incorporated is a diverse, full-service engineering and field services company with operations throughout the Continental United States and Pacific in support of Department of Defense, federal government, and private sector clients. The company is seeking a GIS Analyst for a project at Fort Bragg, NC.

Position Summary:
The Geographic Information Systems (GIS) Analyst is responsible for the creation, analysis, management and distribution of standardized GIS products to support the Integrated Training Area Management (ITAM) Program for the training lands at military installations.

Responsibilities/Duties
• Develop maps supporting ITAM Workplan activities and military training activities.
• Manage GIS database including creation, analysis, development, and distribution of geospatial data, information, and map products.
• Coordinate ITAM Plan and Workplan updates for ITAM Components with the installation ITAM Coordinator: Land Rehabilitation and Maintenance (LRAM), and Range and Training Land Assessment (RTLA).
• Recommend updates to the ITAM Workplan activity description if there are inconsistencies.
• Identify and develop the recommended ITAM Workplan activities for LRAM, RTLA, and SRA in coordination with the DAC ITAM Coordinator.
• Provide SRP GIS support to the Range Facility Management Support System (RFMSS) Graphic Fire Desk (GFD).
• Provide SRP GIS support to Land Rehabilitation Management (LRAM).
• Perform GIS component input for the annual work plan and individual ITAM projects.
• Ensure range-related facility data is identified and coordinate with the installation real property office to ensure correct real property attributes are included in the geospatial data and real property database.
• Ensure geospatial data developed complies with guidance in the SRP Geospatial Data Strategy Memorandum and associated geospatial data QAPs.
• Prepare hard-copy map outputs using map layer combinations, scale, graphics and annotation.
• Coordinate and conduct data collection to include training when in the field.
• Conduct sound and effective analysis of collected data and make recommendations for the use and implementation of those findings.
• Identify equipment and materials necessary to perform monitoring tasks.
• Assist in the preparation and presentation of educational materials to inform soldiers and civilians about how to sustain and improve Army training lands.
• Provide technical assistance and advice to military trainers, range managers and environmental personnel to include assessing impact of resource management on military training and training impact on natural resources.
• Analytical thinking and the ability to facilitate meetings and propose alternatives to satisfy multiple objectives.
• Technical proficiency with computers including creating reports and presentations with Microsoft Word, PowerPoint, Excel and intuitive web-based systems for data input.
• Demonstrate ability to use ESRI’s suite of products (ArcGIS, ArcCatalog, etc.) to produce and update datasets, map products, metadata, and summary statistics.
• Working knowledge of both raster and vector datasets.
• Ability to perform spatial analysis (including buffers, extractions, etc.) using ESRI’s ArcToolbox.
• Familiarity with SDSFIE and FGDC metadata schema.
• Experience with GPS data collection and field mapping procedures.
• Knowledge of Trimble mapping grade GPS hardware and software.
• Analytical thinking and the ability to facilitate meetings and propose alternatives to satisfy multiple objectives.
• Technical proficiency with computers including creating reports and presentations with Microsoft Word, PowerPoint, Excel and intuitive web-based systems for data input.
• Demonstrate ability to use ESRI’s suite of products (ArcGIS, ArcCatalog, etc.) to produce and update datasets, map products, metadata, and summary statistics.

• Knowledge of SQL Server, ArcGIS Server and ArcSDE
• Perform other duties as assigned.

Qualifications:
• Bachelor’s Degree in in geography; or related physical science; or computer GIS science such as cartography, computer science, urban studies, or planning; or related field combined with a minimum of 3 years relevant work experience.
• Knowledge of ecology, vegetation, and soils data.
• Knowledge of NEPA.
• Relevant work experience designing and implementing field studies in a remote and/or military environment.
• Excellent written and verbal communication skills.
• Advanced level ArcGIS experience.
• Experience driving a 4WD vehicle in difficult terrain.
• Analytical thinking and the ability to facilitate meetings and propose alternatives to satisfy multiple objectives.
• Demonstrate ability to consistently and efficiently follow standard workflows and instructions.
• Must possess demonstrated excellent oral and written communication ability.
• Very strong organizational skills and attention to detail.
• Must be able to work with a diverse group of Army civilian and military personnel including trainers, range operations staff, ecologists, archaeologists, engineers, and planners.
• Must possess excellent interpersonal skills in order to provide strong focus and high quality customer service.
• US driver’s license and pass an MVR.
• Ability to obtain a government clearance is required.
• Ability to successfully pass NAC-I (National Agency Check with Inquiries) investigation.
• Ability to use computers and familiarity with Microsoft Office products.
• Ability to walk distances of up to 1 mile over rough terrain and perform repetitive tasks that require bending or kneeling.
• Must be able to lift and carry 45lbs over short distances. Must be able to move over, through or around obstacles on unimproved trails and in overland foot travel for up to 2 hours at a time.
