Position Description:

Join Sanborn’s award-winning team! Sanborn is looking for a Technical Writer Editor to work onsite with our federal government client in Oregon where they will provide National Environmental Policy Act (NEPA) planning, analysis and writing/editing to government Districts in Oregon. The government is developing Resource Management Plan amendments and local analyses to complete multiple NEPA documents and requires additional expertise and skills to successfully complete and document the analysis. There are two positions, one in Vale, OR and one in Lakeview, OR.

Travel - there is a possibility of travel to District Offices in the states of Oregon and Washington. Travel may include overnight stays for extended trips. It is expected travel would include the Oregon State Office to coordinate with Planning and Resources staff and for up to three planned public meetings.

REQUIRED EXPERIENCE:
•Bachelor’s Degree in a directly related field business, communications, or related field from an accredited college or university
•Three (3) years’ experience as a Technical Writer Editor
•Experience in writing and reviewing NEPA documents is preferred
•Government experience is a PLUS
•Should be proficient in current Microsoft Office and Adobe Acrobat software versions
•Proficiency with Microsoft Office programs
•Proficiency with Adobe Acrobat
•Experience with operating teleconferencing equipment
•Expertise in internet and web-based document management and communication
•Proficiency with electronic mail communication

REQUIRED TECHNICAL EXPERIENCE:
•Serve as primary support for preparation of materials for inclusion in Draft and Final NEPA documents, FONSI and Management Decision documents in support of government projects.
•Provide document structure and templates as needed to assist IDT members to organize and present available data, analysis and conclusions in a structured and understandable manner. This may include development of training tutorials and one-on-one assistance as appropriate.
•Provide editorial, layout and design for all documents associated with the project. This may include, but is not limited to: briefing papers, letters, postcards, comment forms, scoping reports, mailing lists, draft and final NEPA documents, public comment summaries and government responses, protest reports, communication plans and PowerPoint presentations. Incorporate review comments into finalized documents using sound judgment in preserving content while incorporating a concise, clear, plain language writing style.
•Consult with the project manager, IDT and Steering Committee to design and maintain the project file workspace/filesystem using SharePoint, Citrix environment, Google Docs or other standardized systems.

The Project File is defined as the digital/physical record of pertinent communication and decision points that is collected to serve as the history of the development of the RMP under NEPA. This will be provided to the Candidate in the format which will be used.

TASKS:
Candidate shall provide oversight, management and document editing services in support of all phases in the development of a Land Use Plan/Resource Management Plan (RMP), including, but not limited to:
a. Preparation of Public Scoping Report
b. Preparation of DEIS/RMP, including:
• Oversee and facilitate preparation of Chapter 1, Introduction of the EIS
• Oversee and facilitate preparation of the Proposed Action and Alternatives
• Oversee and facilitate preparation of the Affected Environment
• Oversee and facilitate preparation of the Environmental Consequences
• Oversee and facilitate preparation of the Draft EIS/RMP, Notice of Availability, and supporting Project Record
c. Preparation of FEIS/RMP, including:
• Oversee and facilitate preparation of Chapter 1, Introduction of the EIS
• Oversee and facilitate preparation of the Proposed Action and Alternatives
• Oversee and facilitate preparation of the Affected Environment
• Oversee and facilitate preparation of the Environmental Consequences
d. Preparation of Records of Decision
e. Preparation of Federal Register Notices of Intent, Notices of Availability, and associated briefing materials
f. Facilitate Public Meetings
g. Prepare Public Comment Report and collect and organize Government Responses
h. Maintain Mailing lists
i. Oversee and facilitate preparation of Final EIS, NOA and Supporting Project Record

Candidate shall facilitate and provide oversight, management and document editing services in support of all phases in the development of NEPA analysis documents including, but not limited to:
a. Preparation of internal and external scoping documentation
b. Preparation of NEPA Documents
• Oversee and facilitate preparation of Chapter 1, Introduction of the NEPA Document
• Oversee and facilitate preparation of the Proposed Action and Alternatives
• Oversee and facilitate preparation of the Affected Environment
• Oversee and facilitate preparation of the Environmental Consequences
• Oversee and facilitate preparation of the Draft NEPA document, including public notices and supporting Project Record.
NEPA Documents: for the purposes of this program, a NEPA Document is the accumulation of the critical inter-disciplinary and management inputs to draft and finalize the purpose and need, development of the alternatives, and analysis of a proposed action considered by the BLM under NEPA. NEPA documents may include, but are not limited to: DNAs, CXs, EAs, EISs, FONSIs, DRs, RODs, NOAs, and NOIs
c. Facilitate Public Meetings
d. Prepare Public Comment Report and collect and organize Government Responses
e. Maintain Mailing lists

CANDIDATE PERSONNEL SECURITY AND SUITABILITY REQUIREMENTS
The following forms and inquiries, or their equivalent, will be used to initiate the credentialing process:
•OPM Standard Form 85 or 85P

•National Criminal History Check (NCHC)
•Release to Obtain Credit Information
•PIV card application

If selected to fill the position, a candidate would be required to pass a drug screen and satisfy the requirements of a National Criminal History Check (NCHC) to verify the identity of the individual applying for clearance and to determine the individual’s suitability for the position.

Applicant must be a U.S. citizen or possess a current work visa.
