GENERAL STATEMENT OF JOB

Under general supervision, plans, organizes, coordinates and participates in the development and implementation of the City's geographic information system (GIS); directs and participates in the long-term development and enhancement of GIS information technology to meet mapping and end user service objectives; supervises and performs GIS modeling duties; provides expertise, support, assistance and guidance to City staff and external contacts; and performs related duties as assigned.
Examples of Duties
Ability to perform complex editing tasks using tools from the ArcGIS for Desktop suite of software.
Providing quality assurance to ensure the validity and accuracy of City GIS data layers.
Competent at compiling and integrating geospatial data from multiple sources for analysis and loading into an ArcGIS database.
Ability to create and organize GIS data into models and schemas useful to the City.
Familiar with common GIS analysis and geoprocessing tools, including Model Builder or Python scripting.
Exhibits ability to seek out solutions on the internet
Knowledgeable in SQL Server and database administration.
Ability to create cartographic products, hard-copy printed maps, online maps using technologies such as ArcGIS Online/Portal essentials.
Eager to provide excellent technical support to City GIS customers
A strong understanding and comfort working with the full suite of Esri's GIS software applications. Including: ArcGIS Pro and ArcGIS Enterprise.
Demonstrates experience in automating processes.
KNOWLEDGE, SKILLS AND ABILITIES
The preferred candidate will have:
Experience using a variety of GIS tools (ESRI, PostGIS, QGIS)
SQL Server, SQL spatial experience.
Understanding of updating statistics, projections, building & maintaining relationship classes, data conversion, versioning, compressing, managing locks, reconcile/post processes, views and indexing.
Collaborative ethic for working with teammates to solve problems and experience troubleshooting end-user issues in an enterprise environment
Organized with the ability to multi-task, prioritize and meet deadlines
Self-motivated, service-oriented personality
Excellent written and oral communication skills
Experience with GitHub and Jupyter Notebooks
Experience using D3.js a plus
Experience with Tableau a plus
MINIMUM EDUCATION, TRAINING AND EXPERIENCE
• Completion of a Bachelor's degree in Computer Science, Geography, Urban Planning, Civil Engineering, GIS, or a related field
• Two (2) years in GIS database administration or analysis, GIS, systems design or programming
Job Elements/Working Conditions
REQUIREMENTS TO PERFORM ESSENTIAL JOB FUNCTIONS
Primarily sedentary physical work requiring the ability to lift a maximum of 25 pounds; occasional lifting, carrying, walking and standing; frequent hand/eye coordination to operate personal computer and office equipment; vision for reading, recording and interpreting information; speech communication and hearing to maintain communication with employees and citizens.
Work is performed primarily in an office setting with in-person and telephone contacts and may involve frequent interruptions. Work may require attendance at evening or weekend meetings.
