Title: GIS Analyst
Location: Okinawa Japan
Assist a DoD client with supporting and maintaining GIS functionality related to Emergency Dispatch Management. The analyst will provide assistance in coordinating GIS support of critical functions for the Provost Marshall and first responder community. The analyst will provide support to enable the first responders and emergency managers to coordinate the rapid deployment of emergency response services to incidents, emergencies, crisis or recovery operations. Help maintain procedures and technical documentation to support geospatial data in an emergency management environment and apply technical knowledge of GIS. Execute the responsibilities of a GIS Analyst supporting e911 functions as a part of a DoD Installation Geospatial Information and Services (IGI&S) Program, which include:
GIS technical proficiency and experience with Esri ArcGIS.
Fieldwork including GPS data collection
Experience working in an enterprise Esri ArcGIS environment to include versioned editing.
Data preparation, management, and maintenance
Script writing for automation of routine GIS tasks and procedures.
Data Model support and compliance.
Communicate standards, methods, quality assurance/control processes, and metrics
Requirements and Experience:
The following are requirements of a potential candidate:
Bachelors Degree in Geography, GIS, Cartography, Survey, or IT related field
4-6 years of experience in GIS with cartographic, analytical, editing or similar duties
2 years of experience with GPS equipment, data collection, and post-processing
Experience with Esri software applications and spatial analysis extensions
Understanding and Knowledge in geography, scientific methods and GIS principles.
Experienced and knowledge in the implementation of the Spatial Data Standards for Facilities, infrastructure, and Environment (SDSFIE)
Knowledge of DoD and Federal GIS Standards and Policy
Effective Communication both orally and in writing
United States citizen and have U. S. drivers license
Ability to obtain and maintain a DoD Secret Clearance
The following are desired capabilities and experience of a successful candidate:
Knowledge of GIS based emergency response operations (e911) and principles including emergency dispatch operations and addressing standards
Ability for perform field data collection activities using various tools such as a tablet, smartphone, or other survey device
Knowledge of Intergraph Computer-Aided Dispatch (I/CAD), I/Map Editor, and/or GeoMedia
Proficiency with ESRI software products, data formats, QC tools and workflows
PL/SQL and Python script writing experience
Proficiency with MS Office Suite
Ability to work independently and proactively to take initiative to solve complex problems
Experience in DoD Installation Geospatial Information and Services (IGI&S) or other DoD installation functional areas
Ability to lift a minimum of 25lbs overhead and to perform outdoor data collection by foot during inclement weather conditions
