The Geographic Information Systems (GIS) System/Database Administrator has responsibility for maintaining efficient and secure operation of the City's GIS software and database. This involves support in design and deployment of GIS software and database environments (e.g., ArcGIS Server, ArcSDE and SQL) and ongoing monitoring, support, and management of the City's GIS configuration to ensure high performance, effective access by users, support for GIS applications, and integration of non-GIS databases and applications.
Education, Training and Experience minimum required to proficiently perform the job
Education / higher education: Bachelor's Degree
For required college degrees, applicable field(s) of study: Information Technology, GIS, or a closely-related discipline
Minimum number of years of directly related experience: Three years with direct involvement in Windows system administration and/or ArcGIS software, database administration, and ESRI geographic information systems.
Education and/or experience preferences: Master's Degree in a relevant discipline. Incumbents holding a Master's Degree in a relevant discipline must have at least one year of work experience performing the essential functions of this position.

Preferred certifications, licenses or registrations: Technical certifications (e.g., Microsoft Windows or SQL Server administration, ESRI GIS administration) are not a requirement but candidates with applicable certifications will be given preference
Knowledge, Skills and Abilities required to proficiently perform the job
Knowledge: Familiarity with GIS software specifically ArcGIS 10 Desktop and ArcGIS Server and procedures for software installation and configuration; familiarity with SQL Server and procedures for installation and configuration; in-depth understanding of ArcGIS geodatabase architecture and SQL Server and experience in using ArcGIS and SQL Server tools for database definition, ArcSDE configuration, and performance tuning; experience in the use of Windows Server for setting up and administering user and computer accounts, security, user and database access, troubleshooting, and resolving system and network problems. Understanding of a municipal government.
Skills: Must be able to type rapidly and accurately enough to successfully produce documents/spreadsheets, communicate via e-mail, or perform data entry as necessary to accomplish the essential functions of the position. Use of technology, equipment and software typically used in the office environment. Solid technical writing skills (for preparation of user and technical documentation). Operating a desktop computer and the industry leading word processing and spreadsheet programs; skills in reading and interpreting engineering plans or reports, technical engineering specifications, standards, methods and procedures.
Abilities: Ability to work well with users to understand needs and communicate results. Must be able to work independently with provided direction and use pragmatic problem-solving skills and sound judgment when diagnosing and resolving database and application problems.. Must be able to take initiative and be creative. Carry out instructions furnished in written, oral, or diagram form. Write routine reports and correspondence. Ability to speak effectively before groups of customers or employees. Use math concepts to present data in charts, graphs, and presentations.
Interaction with Groups/Agencies/Entities: Internal: This position works with project and GIS technical staff on various assignments either detailed within the City's Strategic Plan or on an as needed basis. This position will also work with other staff members with varying degrees of GIS knowledge. This position must maintain harmonious, courteous, and understanding relationships, while fostering a collaborative teamwork environment. External: This position works with contractors, vendors, individual citizens, other government agencies, and the general public on planning City infrastructure projects. The position presents a friendly, courteous image for the City to the general public, customers, and public officials.
Authorities and Accountabilities
Level of independent decision making: High--incumbent is expected to analyze complex situations and take appropriate action
Budgetary/Financial/Asset accountability: Low -- Position is accountable to a Department Director or Division Manager and cannot make major decisions or obligate the City
Span of control: Responsibility for own work (no supervision or leadership expectations)

Participation in GIS database design and configuration as part of the City's enterprise GIS development effort
Participation in the selection, acquisition, installation of server and peripheral hardware. This includes coordination with the IT Department in configuration of Windows Server accounts, user access, security, and access to application software.
Installation and configuration of GIS and database software. This includes ArcGIS desktop and ArcGIS Server software, SQL Server, and other software packages used to support GIS applications
Design and configuration of Personal SDE and ArcSDE geodatabase(s) to support users and GIS applications
Monitor system use and performance, perform trouble shooting, make adjustments, and perform system and database tuning to ensure efficient and secure operations
Set-up and perform system back-ups and restore operations
Provide technical support in establishing GIS database quality assurance and in the installation of new or updated GIS data
Configure user interfaces that meet the needs of specific groups of users
Support other GIS staff and consultants in the design and development of GIS applications
Provide support in training and technical support to users
Attend and provide information for required meetings
Be the lead for the design, development and maintenance of GIS applications using various programming languages. This may involve working with consultants or independently.
Create, develop and maintain GIS datasets as assigned.
