The Department of Information Technology (DIT) serves as the Technology Center for the State of NC. Services that DIT provides reach a client base of state and local government agencies, as well as schools, colleges and universities. The Center for Geographic Information and Analysis (CGIA), part of the DIT Government Data Analytics Center, provides geographic information systems (GIS) services to state, local, and federal government agencies and has statutory responsibility for coordinating the development of GIS in North Carolina.

This lead position is responsible for technical tasks related to complex GIS projects involving a wide-range of stakeholders. This position will be part of a team made up of internal and external project participants and will support senior CGIA staff in GIS data management, spatial analysis, application development, and other related tasks. The successful candidate will contribute to the development of technical workflows not only related to internal processes, but with external contractors and stakeholders as well. This includes evaluating status updates related to project management, examining milestone progress, maintaining the project schedule, and contributing to performance evaluations.

Key areas of responsibility include, but are not limited to:
-Serving as the technical lead by performing data modeling and manipulation, map production, application development, task automation, and analysis in support of CGIA priorities
-Examining milestone progress and coordinating project schedules
-Communicating and presenting with stakeholders of ongoing projects, including contractors, clients, and others
-Editing, analyzing, and performing quality control on large statewide GIS datasets
-Using geoprocessing tools, geocoding services, and spatial overlays to create, edit, and enrich both spatial and non-spatial datasets
-Creating and updating documentation on GIS workflows to facilitate standard operating procedures

Knowledge, Skills and Abilities / Competencies
To receive credit for your work experience and credentials, you must demonstrate on your application that you possess all of the following:
-Experience with employing mainstream GIS packages, including ArcGIS Desktop and ArcGIS Online
-Demonstrated experience as the technical lead for complex GIS projects
-Skilled with cartographic design and map production
-Effective communication and presentation skills to interact with a wide range of stakeholders and maintain relationships with vendors, clients, and the public

The following Management Preferences are not required, but applicants that possess these skills are preferred:
-Experience using Python, JavaScript, or other programming languages to implement mainstream GIS solutions in ArcGIS Desktop and ArcGIS Online
-Experience and understanding of orthoimagery production processes, remote sensing, and photogrammetric principles
-Experience with contractor management and oversight

Minimum Education and Experience Requirements
Bachelor's degree in Computer Science, Computer Information Systems, Computer Engineering, math, or Engineering or related technical degree from an appropriately accredited institution and one year of experience in business application consulting or development;

or Bachelor's degree and some computer coursework from an appropriately accredited institution and two years of experience in business application consulting or development;

or Associate's degree in Computer Programming from an appropriately accredited institution and two years of experience in application consulting or development;

or an equivalent combination of education and experience.
