Position Description:

Project Description
A multi-year contract to manage an enterprise GIS for multiple projects for a variety of stakeholders on a Base Realignment and Closure (BRAC) Formerly Used Defense Site.
Project requires the ability to obtain a non-sensitive security clearance and proof of U.S. citizenship is required. All work will be performed on-site.

Experience Required
» Work with little supervision to plan, organize and manage project schedules, tasks and deliverables in a highly regulated environment.
» Outstanding writing and oral communication skills; comfortable giving presentations to large groups
» Proven ability to implement GIS technologies, specifically ESRI, in an enterprise environment
» Ability to perform fieldwork carrying up to 10 lbs.
» Extensive experience in cartographic design and map production and development of custom geospatial solutions
» Demonstrated proficiency in the ESRI software suite (ArcGIS Desktop, ArcGIS Pro, AGOL, Portal, Collector)
» Minimum of Bachelor’s Degree in Geography/GIS, Science, Engineering, Business, Anthropology or another related field
» 5+ years of Project Management or technical experience in a regulated governmental environment


Experience Desired
» Model Builder/Python experience
» Experience developing in .NET, Javascript, iOS, HTML5, and/or Python
» 40 hr HAZWOPER


Required Skills
Administrative
» Administer all aspects of ArcGIS Server, Portal, and ArcGIS Online, including performance monitoring and tuning, service configuration, security, and ArcGIS license servers
» Architect, implement and support a scalable, highly available enterprise ArcGIS Platform
» Automate Server administration and operation and maintain virtual servers and applications in production and non-production environments
» Maintain data files and monitor system configuration to ensure data integrity
» Maintain virtual servers and applications in production and non-production environments
» Prepare technical documentation and perform system backups and recovery as needed
» Monitor and administer geospatial IT systems.
Knowledge
» Design and implement an Enterprise GIS System that continues to meet customer demands over time as technology improves
» Experience creating and editing geodatabases and metadata, data modeling and geodatabase design and knowledge of data collection technologies and processes
» Ability to translate technical concepts into audience-appropriate language.
» Familiarity with GIS workflow management
» Comprehend and troubleshoot errors within ArcGIS and the enterprise GIS environment
» Knowledge of internet architectures and technologies, standard software development protocols and coding standards, including system design and technical specifications

Application
» Knowledge of cartographic procedures and experience generating maps
» Collaborate with various IT professionals to proactively maintain a production GIS system consisting of Windows servers, network load balancers, network storages and various databases in order to deliver high quality GIS products and services to customers.
» Troubleshoot hardware, software, and other system components.
» Ability to analyze business processes and migrate to GIS
» Install new software releases and system upgrades, evaluates and installs patches, and resolves software related problems
» Address problems of systems integration, compatibility, and multiple platforms
» Knowledge of spatial and attribute data entry and editing

Compensation and Location:
Salary is commensurate with experience. Position includes vacation, sick and holiday pay. Location is onsite at a DoD facility in Seaside, California.
