TECHNOLOGY PRACTICE - DATAMARK® PUBLIC SAFETY GIS

DATAMARK, our Public Safety GIS team, consists of a skilled group of subject matter experts in Public Safety and GIS whose mission is to provide the necessary education, fact-finding, and solutions to ease the transition to and develop workflows for NG9-1-1. DATAMARK is the go-to authority on GIS data for NG9-1-1. Its data-forward, full-service but configurable NG9-1-1 solutions provide the highest levels of Public Safety GIS data completeness and accuracy.
In this position, the Configuration Management (CM) Lead will work with the Software Development Manager (SDM), Testing Management (TM) Lead, and Product Architect (PA) to establish the DATAMARK product development lifecycle including standards, processes, procedures, and tools for an AWS SaaS product supporting the Public Safety sector and addressing authorities.
Specifically, the CM Lead will lead a team to develop, deploy, and manage a Configuration Management (CM) structure for a Software-as-a-Service (SaaS) product development organization. The CM structure will include standards, processes, procedures, tools, and review boards needed for a software product development company. The CM structure should include configuration item (CI) baselines, configuration management, change management, release management, and review boards. In general, the CM Lead will provide the oversight and control of the full software product life cycle.
This position manages all CM team employees and is responsible for the hiring and performance management of those employees.
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Position Type/Expected Hours of Work
This is a full-time position, and hours of work and days are Monday through Friday, 8:00 a.m. to 5 p.m. Occasional evening and weekend work may be required as job duties demand.
Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected.

oBaselines and manages changes to development, test and production environments and CIs
oUpdates and maintains versioning of all documentation and manages a baselined library
oDevelops and maintains configuration baselines as needed
oPreform full software builds that include setting up libraries, establishing datasets, compiling aggregate sets
oMaintains control of approved release CIs into production.
oCollaborates with the development and test teams to ensure rigorous tracking of hardware and software CIs.
oPerform periodic audits of the CIs.
oIdentifies and places externally developed (vendor) software products into the CM system
oMaintains configuration control of the development, test, and production environments and tools
oGathers and tracks all Requests For Change (RFCs) and Discrepancy Items (Dis) including source information, dates, requirement details, and resolution.
oSchedules Technical Exchange Meetings (TEMs) to investigate and document requirements, specifications, design, and estimates needed for prioritizing and inclusion in a release
oMaintains requirement traceability by auditing developed and tested CIs to ensure that changes are associated with approved RFCs and/or Dis for that release
oDevelops and maintains a system to track, report, and audit all RFCs and DI’s
oBased on inputs from stakeholders, presents the prioritization of RFCs and Dis and the proposed inclusion in specific releases for approval from the appropriate board
oProvides a total release management perspective including a technical understanding of relationships, dependencies and requirements for releases and sprints through the full software lifecycle
oMaintains and coordinates a Master Schedule of development, test, and production milestones for all planned releases
oSupports readiness reviews and stages software code for development, test, and production deployment
oReviews technical and programmatic documentation for completeness, accuracy, and traceability
oWith the help of the Product Architect, prepares preliminary/final software release packages and migrates software from development to test and from test into production as approved by the appropriate board
oTracks release development status
oEstablishes appropriate review and approval boards to manage CI changes and overall product release management
oPerforms board secretariat duties for review boards
oUses and maintains configuration management tools and databases to identify, record, and track action items, schedules, board approvals, documentation, etc., for review boards
oDevelops, deploys, and manages a Configuration Management (CM) structure for a Software-as-a-Service (SaaS) product development organization that includes standards, processes, procedures, tools, and review boards as needed
oMonitors and enforces established CM standards, processes, and procedures.
oDevelops/acquires and implements appropriate CM tools
oDevelop and revise process documents in support of configuration process management.
oEnsures that program risks and impacts are documented and communicated
oMaintains the risk management plan.
oBuild a solid foundation of product knowledge for the CM team.
oPerform resource allocation and analyze resource requirements to assure attainment of business and personnel development goals
oEvaluates employee performance, sets expectations and goals for department and individual staff members, recruits, disciplines and trains staff
oCollaborate effectively with all team members as well as hold regular team meetings.
oExercises independent judgment and discretion in overall project management by prioritizing, planning and tracking project progress
Required Skills and Experience:
•A Bachelor of Science (BS) degree from an accredited college or university in Computer Science or relevant technical discipline or ten (10) years of direct hands-on configuration management experience.
•Five (5) years of recent full-time professional experience working in configuration management including two (2) years of full-time experience with software product development
•Demonstrated comprehensive knowledge of principles, methods, and techniques used in configuration management
•Demonstrated knowledge of Configuration Management (CM) Industry Standards
•Experience with developing, deploying, and managing a configuration management structure for a software development organization
•Experience with systems engineering and work management tools such as Dynamic Object-Oriented Requirements System (DOORS), Jira, and/or SolidWorks Enterprise Product Data Management (PDM).
•Comprehensive knowledge of principles, methods, and techniques used in stakeholder requirements analysis.
•Strong facilitation skills to assist stakeholders in successful prioritization, analysis, and group consensus of decision-making goals.
•Highly proficient with MS Office tools.
•Ability to effectively communicate across all organizational levels to include co-workers, managers and government customers.
•Self-starter with strong technical skills and ability to learn new technologies quickly.
Preferred Skills and Experience:
•Experience with developing, deploying, and managing a configuration management structure for a software product development organization
•Ten (10) years of recent full-time professional experience leading configuration management including five (5) years of full-time experience with software product development
•Experience in SaaS CM
