This position performs technical duties in support of the agency’s GIS (Geographic Information System) and CAMA (Computer Automated Mass Appraisal) database input and maintenance functions. An incumbent in this position may be designated "GIS Technician I."


• Edits GIS and CAMA databases; edits both tabular and spatial data layers regarding parcel information; posts title transfers by reading and interpreting legal descriptions on deeds and other instruments; adjusts values, corrects mistakes, and deletes and creates parcels.
• Prepares maps, templates and data reports.
• Assists the public, office personnel and other governmental agencies with mapping tasks; provides instruction regarding the GIS database and related mapping templates.
• Fills data requests; answers questions related to legal descriptions, sales, deeds and property titles.
• Processes cutouts and combine requests by adding and/or deleting parcel numbers and re-writing legal descriptions.
• Gathers, analyzes, and researches legal instruments affecting titles.
• Contacts attorneys, title companies, and others to determine the intent of instruments.
• Works with field personnel to provide information.
• Maintains logs and files instruments for tracking completion.
• Performs related duties.


• Knowledge of GIS and CAMA database navigation and use.
• Knowledge and proficiency in ArcMap and/or ArcGIS technologies.
• Knowledge of cartographic principles and practices.
• Knowledge of title law and land boundary and surveying laws.
• Knowledge of computers and job related software programs.
• Knowledge of Microsoft Office suite of products.
• Skill in the analysis of problems and the development and implementation of solutions.
• Skill in the preparation of clear and precise reports.
• Skill in oral and written communication.


The GIS Analyst assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.


Guidelines include manuals and workflow documentation, Florida Statutes, and Department of Revenue Rules. These guidelines require judgment, selection and interpretation in application.


• The work consists of related technical and specialized duties. Frequent technology changes and working with incomplete or ambiguous data contribute to the complexity of the position.
• The purpose of this position is to maintain and provide technical support for the GIS and CAMA databases by performing technical manipulations and specialized duties in support of deed research and analysis for the Property Appraiser’s Office. Success in this position contributes to the efficiency and effectiveness of Office operations.


• Contacts are typically with other county employees, vendors, consultants, representatives of other government agencies, engineers, surveyors, realtors, attorneys, title specialists, taxpayers, and members of the general public.
• Contacts are typically to provide services, to give or exchange information, or to resolve problems.


• The work is typically performed while sitting at a desk or table. The employee occasionally lifts light objects and distinguishes between shades of color.
• The work is typically performed in an office.




• Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
• Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
• Possession of or ability to readily obtain a valid driver’s license issued by the State of Florida for the type of vehicle or equipment operated.
• Possession of or ability to readily obtain "Certified Evaluator" designation through the Florida Department of Revenue.
