About the Job:
Under general direction, administers the Geographic Information Systems (GIS) of the agency, delivers GIS databases and map products in support of SBCTA programs and user agencies;
maintains GIS hardware and software and performs transportation planning analyses and related work as required.
Typical Job Functions:
Maintains GIS systems and data including all hardware, software, and software licenses; ensures all workstations, servers are working efficiently; and ensures data is easily accessible and is properly organized.
Performs GIS analysis for all departments; creates maps, spatial databases, web-driven applications, spreadsheets, and statistics; provides maps and graphics to be included in various meeting agendas throughout the agency.
Runs and maintains GIS model for growth forecasting within San Bernardino County.
Provides demographic forecasts at various geographic levels and presents this to local and regional agencies.
Builds and maintains specialized databases to track SBCTA projects and programming funds.
Provides GIS assistance and data to agencies working with SBCTA.
Creates and maintains ArcGIS REST services and Online applications.
Ensures that key datasets are up to date such as the county centerline, countywide aerials, parcels, and jurisdiction/political boundaries.
Works with local jurisdictions in completing comprehensive, county-wide dataset such as General Plan, Existing Land Use, and active transportation.
Represents SBCTA in technical meetings and coordinates plans with municipal and regional data managers to acquire, exchange, share, and integrate digital data.
Identifies GIS issues and strategies; provides recommendations to SBCTA staff and external agencies, elected officials and the public.
Assists in the development of goals, objectives, budgets, policies and procedures; investigates, interprets, analyzes and prepares recommendations in relation to proposals for new programs, grants and/or services;
Attends, participates and represents SBCTA at interdepartmental, interagency and professional meetings; stays abreast of new developments within assigned area of responsibility; maintains awareness of federal, state and local regulations.
Analysis using Synchro Traffic Software.
Theory, principles and practices of GIS including data compilation, database management, graphics applications, and spatial models.
Principles and procedures used to design, develop, and maintain relational databases.
Project management planning principles, tools, and techniques.
Latest Environmental Systems Research Institute (ESRI) programs including ArcMap, ArcPro, ArcGIS Online, and ArcGIS Enterprise.
Microsoft Office software (Word, PowerPoint, Access, and Excel), with particular proficiency in Excel.
Microsoft SQL Server database creation and maintenance.
Windows 2016 Server environment.
Quality assurance procedures and documentation standards for database systems.
Administration and maintenance principles of network operating domains and specialized software applications.
Management and organization of agency policies and procedures.
Recent and on-going developments, current literature, and sources of information related to the operations of assigned programs.
Record keeping principles and procedures.
Modern office practices, methods, and computer equipment and applications related to the work.
English usage, grammar, spelling, vocabulary, and punctuation.
Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and SBCTA staff.
Use ESRI software suite and other specialized application programming languages, including web-based applications.
Operate a personal computer using specialized GIS software.
Analyze, identify and implement solutions to technical problems.
Develop, manipulate and analyze GIS information in a variety of formats.
Understand and work with data from multiple organizations.
Compile, organize and present technical information in reports and inter-agency meetings.
Assess and prioritize multiple tasks, projects and demands.
Establish and maintain a variety of filing, record keeping, and tracking systems.
Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
Operate office equipment and computer applications related to the work.
Use English effectively to communicate in person, over the telephone, and in writing.

Education and/or Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to graduation from an accredited four-year college or university with major coursework in GIS, computer science, urban planning, earth sciences or a closely related field and five (5) years of experience in developing and managing an Enterprise GIS system and/or transportation modeling systems.
Licenses and Certifications:
Possession of, or ability to obtain, a valid California Driver's License and proof of automobile liability insurance by time of appointment.
