Title: Manager, GIS
Location: Norfolk, VA
The Port of Virginia – Virginia Port Authority is seeking a Manager, Geographic Information Systems (GIS) to assist with implementation of their nascent GIS program. The Manager, GIS will coordinate and implement enterprise GIS processes and procedures across the entire organization and serve as primary point of contact for all GIS activities.
Provide GIS support and GIS task/coordination to a wide range of departments/divisions.
Perform GIS data conversion/editing, GIS map production, spatial database management, spatial analysis/reporting tasks.
Demonstrate a strong understanding of GIS concepts and spatial data as well as strong cartographic/data management skills needed to perform job duties.
Contribute to the adoption, implementation and development of GIS best practices.
Establish and serve as technical advisor to a “GIS Steering Committee” composed of port colleagues from various disciplines.
Conduct training sessions for end users including office and field staff.
Serve as initial contact for all troubleshooting activities associated with GIS (desktop, AGOL, mobile).
Develop and maintain port infrastructure inventory using GIS.
Process GPS/field data for inclusion into GIS.
Assist with maintenance of electronic and paper files and documents.
Administer AGOL for the port.
Ability to conduct field verification of assets as needed.
Ensure compliance with all security, safety and environmental regulations and policies within work area at all times.
Ensure public records and information are managed, maintained and disposed in accordance to the Library of Virginia retention and disposition schedules, and the Virginia Port Authority records management policies and procedures.
All other duties as assigned.
5+ years of GIS experience.
BA/BS degree from an accredited College or University in Geography, Planning, Natural Science/Resource Management, Engineering, or other related field.
Strong oral and written communication skills.
Ability to write reports, system documentation, and general correspondence.
Advanced computer skills, including Microsoft Office Suite, enterprise GIS, ArcGIS Server, CAD and AGOL.
Ability to read technical manuals, journals, reports, proposals, correspondence, maps, engineered site plans, invoices, and purchase orders.
Ability to perform general math calculations such as addition, subtraction, multiplication and division, and statistics. This includes annual budget preparation and monitoring.
Experience with utility data.
Ability to travel to serve agency needs and work with a diverse colleague base.
Coordinate with various departments within the organization to assist in decision making or providing approval or decision making authority using GIS technology.
Ability to participate in professional conferences and development seminars.
10+ years of GIS experience.
Experience with ArcPro and Esri Mobile applications.
Hands on experience in a public works, public utilities, port or other similar environment using GIS and CAD.
Experience with iOS, Android, and Windows-based mobile devices.
Ability to utilize data from multiple sources including GPS.
Familiarization with the use of data gathered by innovative/emerging collection methods.
