The Senior GIS Database Administrator is a key contributor to SCAG’s enterprise wide GIS initiatives and will frequently collaborate with SCAG’s IT and Planning departments. The Senior GIS Database Administrator is responsible for the design, implementation, monitoring, maintenance and performance of the SCAG Enterprise Geodatabase. The Senior GIS Database Administrator will work with staff to analyze the current system, capture future needs, provide guidance, and implement recommendations to improve database management. They will lead data automation and maintenance efforts and contribute to detailed database design and maintenance standards related to data entry and updating.

Southern California Association of Government's Application Development and Support team is responsible for many of SCAG's core technology systems and involved in multiple SCAG initiatives. The team develops, manages, tests, supports, maintains, and consults on applications including region shaping metropolitan planning systems, operationally focused finance and support systems, and public facing information sharing systems. Some of the current applications and technologies used include Microsoft Great Plains (GP), WorkPlace, OnBase, Microsoft CRM, custom Inter-Government Review (IGR), custom Finance Management Systems (FMS), custom Active Transportation Database (ATDB), Microsoft Dynamics 365, ESRI ArcGIS, ArcGIS Online, ServiceNow, Microsoft SQL Server, SQL Server Reporting Services (SSRS), and Crystal Reports.

SCAG headquarters is located in the hub of busy downtown Los Angeles, at Figueroa and 7th streets. SCAG has recently relocated to the 900 Wilshire Building, a new, multi-use hotel and office complex that features state of the art architecture and technology. The downtown area has expanded with LA Live, new restaurants, music, sports, shopping, libraries, museums and theaters. SCAG is in a culturally diverse area near Koreatown, Little Tokyo, Chinatown, Olvera Street and Grand Central Market. Southern California boasts near-perfect weather and close proximity to mountains, beaches and deserts, which encourages physical fitness and year-round activities.

For ease of commuting, the LA office is located across the street from the Metro Red Line 7th St. station and is easily accessible by commuter trains and buses serving surrounding areas. Metro's light rail and subway connect downtown LA to Hollywood, Universal City, Santa Monica, Pasadena, Azusa, Long Beach and many vibrant and up-and-coming neighborhoods.

Founded in 1965, the Southern California Association of Governments (SCAG) is a Joint Powers Authority under California state law, established as an association of local governments and agencies that voluntarily convene as a forum to address regional issues. Under federal law, The SCAG region encompasses six counties (Imperial, Los Angeles, Orange, Riverside, San Bernardino and Ventura) and 191 cities in an area covering more than 38,000 square miles. The agency develops long-range regional transportation plans including sustainable communities' strategy and growth forecast components, regional transportation improvement programs, regional housing needs allocations and a portion of the South Coast Air Quality management plans. Currently, the Regional Council consists of 86 members.

Essential Duties and Responsibilities:

Design, architect, develop, and manage Enterprise GIS Databases in a MS SQL environment
Support the Administration of ArcGIS Enterprise, including data maintenance, publishing, user setup, user support, security, service registration, and upgrades
Work with a multi-disciplinary team to determine the best storage, service, and distribution methods for SCAG GIS data.
Monitor and tune relational databases to ensure optimum performance. Make required improvements to database structures and processes to improve performance. Develop guides and processes to assist other staff in tuning database structures and processes
Troubleshoot data and database problems using well-developed troubleshooting techniques. Modify database structures and designs as appropriate. Consult with other team members as necessary to troubleshoot data, connectivity, and related problems.
Provide technical assistance and training to users for utilizing data through ArcGIS Enterprise and GIS databases
Model data for optimal application support
Develop tools to enhance data input/upload and extraction/reporting capabilities, using Python with the ESRI API along with other languages and frameworks as determined.
Coordinate with appropriate staff to ensure backup and recovery operations fall in line with policies and procedures. Make recommendations for changes in database backup procedures to increase efficiency and effectiveness.
Document database designs, structures, and processes, ensuring all modifications are properly annotated, and adhere to the SCAG Change Review process
Develop and establish procedures as well as monitor and maintain Enterprise GIS Architecture, ArcGIS Server, and ArcSDE tuning and performance monitoring.
Develop automation protocols for loading spatial data using data modeling and attribute mapping and manage the defined workflow routines.
Perform administration and develop procedures for applying services packs and upgrades of ArcSDE, ArcGIS, and SQL Server users, roles, and security models.
Work with GIS teams to populate spatial and enterprise databases, provide performance tuning, and automate data loads or scripting while maintaining compliance with the Spatial Data Standards.
Manage Geodatabase replication and monitor regular data update cycles.
Install and maintain the implementation of ArcGIS Enterprise and Server using SQL Server.
Assist in scheduling upgrades and roll-out of patches into various GIS environments.
Manage databases hosted on premise and in the cloud.

Minimum Qualifications

Equivalent to a Bachelor's degree from an accredited college or university in Computer Science, Technology, Geography/GIS, or related fields. Master’s degree is preferred.

Seven years of increasing responsibility with database administration and at least 5 years of experience in geodatabase administration.

The ideal candidate:

Has 8-10 years of experience in Geodatabase administration
3 to 5 years of SQL experience
Has 8-10 years of experience working with and knowledge of GIS data
Is comfortable working with large datasets
Has been a member of an IT or GIS team
Has experience combining and analyzing datasets
Has designed large datasets that were utilized by their organization
Has 3-5 years’ experience with ArcGIS Enterprise
Is an analytical, problem solver with excellent communication skills
ESRI Technical Certification and/or GISP certification is a plus.
