The Prince George's County Planning Department of The Maryland-National Capital Park and Planning Commission is seeking an experienced and highly skilled Senior Planner to become part of our planning team. This is a unique position under which the Senior Planner will focus on socioeconomic and demographic analysis and research for the County.
The Department provides land use planning for the physical development of Prince George's County, Maryland. As the second most populous county in Maryland, Prince George's has a population of approximately 900,000 residents and is home to The University of Maryland at College Park, NASA Goddard Space Flight Center, and Joint Base Andrews Air Force Base.
Under general direction, the Senior Planner will perform research to define existing conditions, analyze planning problems, identify trends, and answer questions, etc. for planning studies, projects, or programs related to population, housing, demographic and socioeconomic data.
The responsibilities of this position include co-leading research and analysis projects with the Information Management Division's GIS and Data Systems sections as well as working with other departmental divisions, especially the Community Planning and Countywide Planning Divisions. The candidate will also provide support for analysis to be done on behalf of Prince George’s County government agencies including the Economic Development Corporation as well as the Metropolitan Washington Council of Governments.
The incumbent must possess excellent written and verbal skills and have experience in performing research and projections associated with socioeconomic and demographic data related to housing, population, jobs, and income. Well-honed customer service and project management skills, and customer relations skills, are a must for this unique, exciting, and challenging position.
Examples of Important Duties
Under general supervision:
Conducts research to analyze planning problems, identify trends, answer questions, etc. for planning studies, projects, or programs related to population, housing, demographic and socioeconomic data.
Supports the Department and acts as a liaison with the U.S. Census Bureau, the Maryland Department of Planning’s State Data Center and the Metropolitan Washington Council of Governments. Works with other stakeholders and the public to provide technical support and to prepare accurate data files in support of census related activities.
Performs analytical work in demographic and socio-economic data analysis and mapping using spreadsheets, databases, business intelligence tools and Geographic Information System (GIS) software packages. The position will independently perform complex data analysis and communicate those results to various stakeholders, both in person and via online platforms.
Provides geographic analytical products for the long-range socioeconomic projections and in support of master and general plan updates. Analyzes population, housing, jobs and income data to support estimates and projections.
Works with analytical/visualization tools like Tableau, Microsoft Power BI, Microsoft Excel, WordPress, Esri storyboards, web dashboard development and/or web mapping application design to create accurate, easily comprehensible, thoroughly documented charts, maps, and graphics to enhance written products and presentations as appropriate.
Works with Commercial Off the Shelf (COTS) tools and databases to perform demographic and socioeconomic analysis. Examples of tools include products from CoStar, Metrostudy, Pitney Bowes, ESRI Community Analysis.
Writes and develops planning reports, correspondence, plans, and other materials. Explains technical planning issues and concepts to support research conclusions and recommendations. Develops and designs charts, graphs, maps, statistical data, and other exhibits as appropriate.
Creates layouts and updates data on websites.
Reviews draft market studies prepared by consultants.
Responds to data inquires.
Master's degree in planning, architecture, parks, engineering, environmental science, or equivalent disciplines related to job function and one year of progressively responsible professional level planning experience; OR an equivalent combination of education and experience.
In addition to the minimum qualifications the ideal candidate will possess the following:
Strong written and verbal communication skills.
Familiarity with methodologies for collecting, analyzing, and summarizing demographic and socioeconomic data for planning and policy-related research.
Strong understanding of census data and products and other commercial population, housing, demographic, and business-related datasets.
Desire to serve the public, collaborate with other agencies and departments, and work closely with other planning team members.
The ability to effectively cope with change, shift gears comfortably, and handle risk and uncertainty.
Must be action-oriented, full of energy for challenging tasks, and enjoy working hard.
Experience with statistic analysis and visual graphic tools such as Microsoft PowerBI, Tableau, Access, etc.
Experience with Adobe Creative Suite, PowerPoint, GIS is strongly preferred.
Experience with state and local government systems and applications
The Prince George's County Planning Department is currently located in historic Upper Marlboro, Maryland. Free onsite parking is available for employees.
The M-NCPPC offers a competitive salary range of $54,066 to $92,517 at the Senior Planner level with an excellent benefits package. Salary is commensurate with education and experience.
