The Prince George's County Planning Department of The Maryland-National Capital Park and Planning Commission is seeking an experienced and highly skilled Planner II to become part of our planning team. The Department provides land use planning for the physical development of Prince George's County, Maryland. As the second most populous county in Maryland, Prince George's has a population of approximately 900,000 residents and is home to The University of Maryland at College Park, NASA Goddard Space Flight Center, and Joint Base Andrews Air Force Base. Prince George's County is also home to many attractions such as FedEx Field, National Harbor, and Six Flags Amusement Park. This is a unique position that will focus on planning analysis in support of planning activities related to community planning, countywide planning, and development review activities across the Department. The selected candidate will provide technical planning support and analysis to multiple divisions. Our ideal candidate would be more interested in the technical analysis related to planning operations versus policy or community outreach related activities.

Qualified applicants for this position will have enthusiasm for planning as well as exceptional analytical, technical and communications skills. The position will be responsible for various quantitative and qualitative analyses in support of planning. Experience with software applications related to Geographic Information Systems (GIS), Adobe Creative Suites, Office 365 collaboration tools, transportation modeling, permitting and/or land development systems is desired. The Planner II will support database development and analysis activities so experience with designing, setting up, and generating reports from relational database management systems is also important.

Examples of Important Duties
Under general supervision:
Performs analytical work and generates reports from the Departmentís development activity, permitting, land records management systems and databases.
Assists with the requirements analysis, information gathering, training, and user support for the Departmentís planning applications.
Assists with maintaining, updating, querying and developing Division wide planning applications using tools such as Microsoft Access and Oracle.
Assists and supports analysis projects related to development capacity analysis, development tracking, scenario planning, and land use development.
Works with analytical/visualization tools like Tableau, Microsoft Power BI to create accurate, easily comprehensible, thoroughly documented charts, maps, and graphics to enhance written products and presentations.
Performs GIS analysis and assists in web map development using the Departmentís enterprise wide GIS database.
Conducts research to analyze technology solutions to support planning operations and assists with the implementation of such solutions.
Uses Commercial Off the Shelf (COTS) tools and databases to perform demographic and socioeconomic analysis. Examples of tools include products from CoStar, Metrostudy, Pitney Bowes, and ESRI Community Analysis.
Writes and develops planning reports, correspondence, plans, and other materials.
Explains technical planning issues and concepts to support research conclusions and recommendations. Develops and designs charts, graphs, maps, statistical data, and other exhibits as appropriate.

PREFERRED QUALIFICATIONS:
In addition to the minimum qualifications the ideal candidate will possess the following:

Professional Certifications such as AICP or GISP
Strong technical skills and familiarity with methodologies for collecting, analyzing, and summarizing planning, zoning, and land development data
Strong written, verbal, graphic, communication and presentation skills and an ability to explain technical information in a comprehensive and easy to understand manner
Good understanding of GIS analytical tools
Experience with statistical analysis and visual graphic tools such as Microsoft PowerBI, Tableau
Experience working with Excel and Microsoft Access for database development, analysis, and reporting
Experience with planning tools such as CommunityViz, ArcGIS Urban, Envision Tomorrow, UrbanFootprint
Experience with activities related to capacity analysis, scenario planning, development monitoring
Experience with land records, permitting, work order management, or development tracking systems
Experience with Adobe Creative Suite, Office 365 Collaboration tools
Experience with relational database management systems
Desire to serve the public, collaborate with other agencies and departments, and work closely with other planning team members
Effectively work with planners, the public, and technical staff
Action-oriented, full of energy for challenging tasks, and enjoy working hard
Experience with state and local government agencies and applications

Minimum Qualifications
Bachelorís Degree in Planning, Geography, Architecture, Parks and Recreation, Transportation, Urban Design, Engineering, Environmental Science, Public Policy, Economics or any related field.
Two (2) years of progressively responsible professional level planning experience or specific area of assignment such as transportation planning, environmental planning or urban planning.
An equivalent combination of education and experience may be substituted, which together total six (6) years.
Valid driver's license (depending on area of assignment) in accordance with both State and Commission rules and regulations. Driverís license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employeeís ability to drive Commission vehicles or perform driving duties required by the position of assignment.

The M-NCPPC offers a competitive salary range of $56,769 to $97,138 at the Planner II level with an excellent benefits package. Salary is commensurate with education and experience.
