Position manages, operates and maintains the Districtís Water Resources Management System, consisting of an integrated relational database, geographic information system (GIS), CAD, analytical, modeling, and web-based third-party application software. Position supervises or directs the activities of GIS analysts, a senior programmer analyst, and an environmental specialist/data coordinator. Duties include: conducting user needs assessments; preparing application designs and programming specifications; managing outside consulting contracts and budgets; testing new applications; upgrading and enhancing existing applications; conducting end-user training; programming database reports and forms; defining and administering database user profiles and security requirements; performing database administration; preparing system and end-user documentation; managing and enforcing data management procedures; evaluating new technologies; preparing GIS datasets, maps, database reports, graphics, and specialized queries in support of hydrogeologic and engineering studies and projects; and assessing staff workloads and schedules.
Bachelorís degree in computer science, geology, geography, or a related field and eight years of progressively responsible experience in application design/programming, relational database and/or GIS operation/administration, personnel supervision and management, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job is required. Proficiency in programming and project development, SQL, GIS principles, design, debugging, and testing is needed. Experience with and/or working knowledge of Oracle RDBMS, Oracle Forms, Crystal Reports, AutoCAD, ArcGIS, Visual Studio, Excel Macros, Grapher, Enterprise Geodatabase Systems, Python, HTML5, Microsoft .NET technology and Web programming is desired. Familiarity with groundwater modeling and water resources data an advantage. Position requires a minimum of three years supervisory experience.
Ability to communicate effectively, both orally and in writing; apply knowledge of application software to provide support to users; develop and direct work tasks of others; establish and maintain effective working relationships with those contacted in the course of work; effectively plan and lead multiple complex projects based on diverse technologies, and work independently with very little supervision.
SALARY RANGE: $113,672 - $142,106 annually
