Position Description:

geocgi is looking for a GIS Coordinator to perform strategic planning, policy development, outreach, training, and program management for the USMC Installation Geospatial Information and Services (IGI&S) GEOFidelis program. The ideal candidate is an innovator and active listener with experience transforming customer requirements into enterprising solutions. The candidate will lead a team that provides specialized programmatic support including Spatial Data Standards for Facilities, Infrastructure and Environment (SDSFIE) standards development, system governance policy, cross business system analysis, business enterprise governance facilitation, alignment to federal data strategies, and business requirements gathering. The GIS Coordinator should have experience performing project and task management activities, and coordinating with other staff, contractors, customers, and stakeholders. The ideal candidate will have a demonstrated attention to detail with at least 7 years of geospatial industry experience and 2 years leading and tasking team member activities.

Responsibilities:
Manage schedules, milestones, risks, and daily tasking for decision support system initiatives such as data model development, data migration, and data evaluations
Provide technical and strategic direction to team members in alignment with short and long-term programmatic goals
Develop web based geospatial solutions within Portal for ArcGIS
Align MCICOM business enterprise environment to federal data strategies (DoD, DoN, and USMC)
Implement data governance, standards, and evaluations across the USMC business and IGI&S enterprise environment
Communicate standards, methods, quality assurance/control processes, and metrics
Establish the MCICOM Master Business System Framework for interoperability
Develop policy, standards, white papers, training materials, and Standard Operating Procedures
Engage stakeholder and SME communities, gathering requirements for integration into geospatial data and best-practices
Work with a wide variety of data sources including IGI&S installation data, HIFLD, OpenStreetMap, pdf’s, Visio diagrams, Excel spreadsheets, and personal interviews to meet task objectives
Research and champion the adoption of emerging technologies that may benefit the MCICOM business enterprise environment

The following are requirements of the potential candidate:
Bachelor’s Degree in GIS, Geography, Data Science, or IT related field
Experience with project management methodologies (Traditional/Waterfall, Agile, etc.)
Demonstrated ability to manage, train and provide technical direction to other GIS professionals
Proficiency with MS Office suite including Excel and Access
Proficiency with Esri products including ArcGIS Desktop, ArcGIS Pro, and ArcGIS Online or Portal for ArcGIS
Experience creating web-based applications and solutions in ArcGIS environments.
Ability to work independently and proactively to take initiative to solve complex problems
Excellent written communication skills and documentation habits to include but not limited to; decisions, developed procedures, configuration, and/or custom scripts
Knowledge of DoD and Federal GIS Data Standards and Policy, such as SDSFIE
Experience in DoD Installation Geospatial Information and Services (IGI&S) or other DoD installation functional areas, and military working environments
Experience in GIS data development, data review, editing and quality control procedures
Ability to obtain and maintain a DoD Secret Clearance
US Citizen
