Job Summary

SCS Engineers (SCS) is seeking an ambitious, entrepreneurial professional to lead challenging and complex solid waste projects in the mid-Atlantic region related to the topical areas of waste and recyclable materials collections studies, enterprise management, and logistics. The individual will be responsible for supporting SCS’s mid-Atlantic solid waste and recyclable material collections practice, which includes curbside collection routing studies, route optimization, route balancing, hauling/transfer scenario modeling, facility siting studies, and other analyses and evaluation. This position is intended to be based out of one of SCS’ existing Virginia office locations (Reston, Richmond, Roanoke, Virginia Beach, or Winchester) with potential to consider alternative locations.

The individual will be expected to provide support to our existing solid waste consulting practice consisting of solid waste management facility planning, permitting, design, construction, operation, and monitoring, for private and municipal clients. This position includes opportunities for other solid waste program and facility work, including planning, financial assessments, permitting and design, engineering analyses, feasibility studies, report writing, resiliency and sustainability planning, modeling, and implementation. Upon experiencing continued growth in this specialty practice area, the individual will be expected to manage projects and subcontractors, maintain client communications and relationships, and manage the schedule and work product.

Essential Duties and Responsibilities

Typical duties will likely include both office activities (data analysis, route modeling, reports, presentations, and proposals), and field activities (field reconnaissance, site meetings with clients, and operational evaluations).
Typical assignments will likely include the technical management of customer database systems, spatial and geographic analysis, application of geographical information systems (GIS) software, transportation and hauling/transfer modeling, and presentation of collections technology and efficiency recommendations.
A crucial responsibility is to accomplish the primary objective of certain assignments, which is the design of new and revised collections routes and subsequent efforts to regularly adjust these routes as needed to maintain accuracy and optimization of production and balance.
Assess the most efficient routing, considering all variables (i.e., number and location of stops, route length, set out ratio, productivity rates, tonnage per cart, travel times, etc.).
Provide substantial contributions to SCS’ existing collections consulting practice to include completing, assigning and monitoring work, as well as facilitating marketing and project acquisition and providing general direction for the route optimization practice.
Occasional travel may be required.

Bachelors of Science Degree or higher in Computer Science, Geographic Information Systems, Engineering, Operations Management, Supply Chain and Logistics, or similar required.
5+ years of direct, relevant experience in waste collections, transportation/logistics industry (public or private-sector), or similar required.
Basic knowledge of operation and services of public/private refuse/recycling collections and transportation programs or other Public Works or Public Utilities programs and associated applicable Federal, State, and local laws, rules, regulations, and/or ordinances.
Strong communication skills, oral and written (technical).
Strong computer program and modeling skills, especially in software related to route optimization and work order management.
Experience with using GIS (ArcGIS software preferred) and MS Office software, including MS Access, knowledge required.
Valid driver's license with a driving record in good standing required.
