We are continuing to accept applications for the position of Systems Analyst I/II. The Systems Analyst (Geographic Information Systems) is part of the Information Technology Division and serves all City Departments. The Systems Analyst works under general supervision and is responsible for analyzing, designing, and implementing business information systems for the City. This position functions as a technical resource in partnership with Public Works and other City Departments in delivering business information system solutions to meet the City of Ventura's operational and strategic technology goals. The Systems Analyst I/II (GIS) position will be working directly with the City's GIS team to focus on and provide expanded GIS capabilities to the Public Works Department.

The current vacancy will work with the Public Works Department to ascertain workflow issues and/or define requirements related to Geographic Information Systems solutions. This position will be responsible implementing and supporting GIS solutions that address specific Public Works needs while following industry standards using GIS programs licensed to the City. The Systems Analyst (GIS) position will maintain GIS solutions after implementation, and develops additional functionality as needed. This position will also help develop, maintain, and publish various GIS data sets in support of Public Works operations and will provide technical assistance to users of those GIS solutions via training, training aids and manuals developed to support the solutions.

The ideal candidate for this position will have demonstrated 1) experience with the ESRI suite of GIS software including ArcGIS online, ArcGIS Enterprise, and ArcPro, 2) an understanding of, or experience with, municipal government enterprise permitting and asset management solutions (including Lucity and EnerGov), 3) previous experience developing targeted GIS solutions for the collection and inspection of asset inventories using ArcGIS online or Enterprise based solutions (including, but not limited to, web maps & apps, surveys, dashboards, etc.), 4) knowledge of database concepts, SQL, Python, JavaScript, HTML, and Arcade are preferred scripting tools for automating routine geospatial tasks and workflows, 5) well-versed with Microsoft applications like SharePoint, Office 365 and Teams, 6) ability to think critically about technical problems, 7) ability to read and interpret engineering drawings and aerial photography, and 8) ability to function both independently and as a team player and be able to conduct user group meetings and interact with various business users.

This classification is flexibly staffed, and the position may be filled at either level depending on the qualifications of the incumbent and the staffing needs of the City.

Salary and Benefits

The City offers a total compensation package that includes both a generous salary plus excellent benefit! Salary: $72,180 - $106,763 Annually DOQ.


Systems Analyst I: A combination of training, education, and experience equivalent to completion of high school and some college coursework in computer science, business administration, geography, or a related field and at least one year of experience in software application analysis, programming and implementation of enterprise or departmental business systems. Positions assigned to support the Geographic Information System require one year of experience in application analysis and programming of geographic information systems, utilizing ArcGIS online and ArcPro. A Bachelor's degree in computer science, management information systems, mathematics, engineering, or related field is highly desirable.
Systems Analyst II: In addition to the education and training described above, requires three years of increasingly responsible experience in application analysis, system design, programming and implementation of enterprise or departmental business systems. Prior public agency experience is preferred.
