Title: GIS Enterprise Administrator

OVERVIEW OF ROLE:
We are seeking a foundational member of the Citys Enterprise Data Team. In partnership with departments across the City of Boulder, the role will lead, manage and deliver a broad range of Geographic Information Systems (GIS) development and maintenance duties to support enterprise-wide GIS infrastructure. The role will support GIS architecture and servers, lead the implementation of enterprise level GIS applications, coordinate citywide data acquisition projects, maintain Open Data provided through geospatial platforms, and act as the GIS liaison to other local, state, and federal GIS agencies or private companies (including vendors). Overseeing GIS data quality and working within the Enterprise Data Team, the role will provide deep GIS expertise and will ensure integration of GIS data in enterprise data strategies and solutions.
EXAMPLE RESPONSIBILITES AND ACTIVITIES:
Manages GIS Servers and the GIS enterprise relational data repository and keeps all its related core components patched, upgraded and running throughout the enterprise. Plans, installs, modifies, maintains, analyzes, designs, and monitors all GIS software components and enterprise database instances.
Manages the ESRI ArcGIS Enterprise and ArcGIS Online including data maintenance, publishing, user setup, user support, security, service registration, and upgrades. Leads and administers the implementation of ArcGIS Enterprise Portal. Supports the provision of Open Data through the ESRI Open Data Hub, the City's current online repository for all GIS open data.
Collaborates with users to gather business needs, and designs, develops and tests solutions, maintaining these solutions as requirements change. Uses industry best practices to allow integration of information from the City's other business systems with spatial information. Creates and maintains automated process and procedures. Participates in trouble-shooting the GIS environment to develop permanent solutions to issues. Leads development of budgetary requirements for the GIS enterprise and provides long-range capacity planning for a sustainable GIS environment.
Develops processes and procedures to ensure high levels of performance, continuous operations and integrity of all the GIS architecture components. Develops or identifies software and/or procedures to promote standardization and efficiency. Collaborates with security and recovery colleagues to establish and maintain relevant processes
Develops and maintains GIS system documentation such as system configurations, database designs (including spatial metadata), management procedures, vendor support contacts/procedures and disaster recovery procedures.
Citywide coordination with GIS groups and divisions interested in GIS solutions. Interacts extensively with and collaborates with City GIS providers and vendors to encourage that GIS services are consistently delivered. Collaborates with the Enterprise Data Team to ensure GIS open data is properly vetted for City quality and privacy standards
Emergency and Disaster Response Coordination when required. This includes, but is not limited to the following:
1. Significant teamwork and collaboration with the Multiagency Coordination (MAC) and Emergency Operations Center (EOC) of the Boulder Office of Emergency Management so the City of Boulder can be better prepared to manage and mitigate all phases of an emergency (preparation, mitigation, response and recovery) through the use of GIS solutions.
2. Attendance to MAC, EOC and city-wide meetings to support the collection, production and dissemination of geographic information to manage emergency situations.
REQUIRED MINIMUM QUALIFICATIONS AND SKILLS:
Strong understanding of geospatial concepts. Bachelor's degree in Computer Science, Geographical Information Systems, Civil Engineering, Surveying or related field, and four years of GIS experience; or a minimum of eight years of progressively responsible GIS experience. Skillful in core GIS principles such as data structures, georeferencing, data classification, querying, cartography, and spatial data analysis; ability to troubleshoot technical problems.
Demonstrated aptitude in enterprise GIS architecture and configuration. Experience in all phases of applications development and systems analysis. Demonstrated ability to lead enterprise projects and coordinate teams in delivery.
Deep proficiency with ESRIs GIS suite and related tools. Experience with, implementing and use of ESRI's ArcGIS Server product, working knowledge of ESRI's ArcGIS Online as well as experience using GIS Development tools such as ArcGIS Add-ins, customizing ArcMap using add-ins like Visual Studio and developing Python geoprocessing scripts.
Knowledge of the full stack of ESRI web development technologies. Web applications are widely used in the organization to provide 24x7 public and internal access to GIS information. Experience with Web Servers, and knowledge of web development technologies.
Proficient in Computer programming/scripting methods, database connectivity and procedures required in developing GIS solutions and automating processes. Proficiency with RDMS (Relational Database Management Systems) and query languages such as SQL. Strong python scripting skills. Knowledge of version control tools such as git.
Demonstrated self-sufficiency in a professional environment. Must have effective communications skills at all levels of an organization, including the ability to solicit information and translate business needs into technical solutions. Must be able to work under pressure with minimal supervision to meet deadlines. Demonstrated verbal and written communication skills, including the ability to organize projects and work plans and to communicate with management, coworkers, and system users. Must be able to mentor and train others.
DESIRED QUALIFICATIONS AND SKILLS In addition to the required minimum qualifications:
Four or more years of strong professional experience in a medium to large server environment including publishing resources to the web. Direct experience of ESRI Microsoft Windows servers and IIS administration preferred.
Knowledge of IIS Web Server, Windows Desktop and Windows Server, ODBC connectivity, working knowledge of monitoring systems like Microsoft SCOM.
Relevant experience like publishing GIS data to the web via mash-ups, aerial photography and LiDAR datasets updates to GIS repositories, and turning data into web services using the secure ESRI cloud is desired.
