Performs professional and managerial work planning and administering quality and completeness of the Geographic Information Systems (GIS) asset register for linear and vertical assets to include but not limited to development of initiative strategy, identification and prioritization of projects, project planning, administration of department resources, and continuous improvement of department processes and standards. Serves as a leader, project manager, and key team member in accomplishing the Utilities Departmentís GIS, Asset Management and technology initiatives. Work is performed under direct supervision. Supervision is exercised over personnel.

The full salary range for this position is $73,382.40 - $124,758.40 to provide opportunity for growth and development.

Examples of Duties

Responsible for the strategic direction, planning, development, and operation of the Utilities Department's Asset Register, including linear and vertical assets that represent the water distribution, wastewater collection, facilities, and water and wastewater treatment plants.

Assists in the development and maintenance of the Utilities Departmentís Asset Management Program;
Integrates GIS strategy/plans with other related technology initiatives and ensures successful integration of utilities related software platforms/packages with the GIS system;
Leads the Utilities GIS teams and manages other applicable department resources;
Works closely with GIS office staff, Department of Information Technology staff, and their GIS Office;
Selects, trains, and evaluates staff, and takes appropriate action to improve performance when necessary;
Initiates actions regarding hiring, transfer, promotion, leave, performance, and other personnel actions;
Maintains and applies knowledge of leading technologies, techniques, and approaches for delivery of best-in-class GIS solutions by participating in educational opportunities, reading professional publications, maintaining personal networks, and participating in professional organizations;
Plans and administers vendor contracts and monitors performance;
Manages work performed by hired contractors, tracking and analyzing key performance indicators, prepares support reports, and other correspondence;
Performs related work as required.

Typical Qualifications

Ability to communicate effectively verbally and in writing;
Ability to interpret and communicate technical communications to a wide audience;
Ability to plan and manage complex technology projects that span multiple departments and divisions from project identification through project closeout;
Ability to develop contract scope of work and manages the schedule, budget, and delivery of Task Orders and/or Work Authorizations;
Strong technical and analytical skills related to the management of GIS data;
Expertise in GIS concepts, tools, terminology, and application of GIS to solving business problems; Ability to establish and maintain effective working relationships with public officials, contractors, the general public, and other County staff.

Supplemental Information

A combination of education and experience equivalent to a Bachelorís degree in GIS, Geography, Computer Science, Data Science, Information Technology, Technology Management, or related field, and; 3 to 5 years of experience in a management position, overseeing the production and use of GIS data and supervision/management of personnel.

A background in an infrastructure intensive industry such as water and wastewater, energy, or related field is desired.
Masterís degree and/or a Geographic Information Systems Professional (GISP) certification is preferred.
