Position Description:

PCSU/PMRF GIS/ENVIRONMENTAL PLANNING TECHNICIAN - ID# 222326.

Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), performing project tasks on land controlled by the U.S. Navy, located at the Pacific Missile Range Facility (PMRF), in Kekaha, Kauai. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY RANGE: $3,800-$4,400/Mon.

DUTIES: Responsible for the development, maintenance, and use of spatial and reference data for resource management support and implementation of the Integrated Natural Resources Management Plan (INRMP), Integrated Cultural Resources Management Plan (ICRMP), and other installation environmental planning documents. Uses ArcGIS software to generate map products to facilitate and evaluate fieldwork as per Navy GIS protocols. Provides technical support to field team on GPS, GIS, and database issues and improves database functionality. Enters field data into computer files, digitizes project data, and manages and organizes large amounts of data. Uses digital sketch mapping, satellite imagery, LiDAR, infrared imaging to inform landscape level management planning. Provides project support with evaluation of natural resource requirements and reviewing of projects for regulatory compliance, including tracking violations, inspections, hazardous waste, etc. Reviews environmental documentation for training, construction, or improvement projects. Conducts wildlife and vegetation monitoring for protected plant and animal species and targeted surveys of protected species on base. Completes equipment and supplies inventory, maintenance and acquisition including determining purchase sources for equipment and supplies and generating procurement requests. Assures proper storage of supplies and equipment as they are used.

PRIMARY QUALIFICATIONS:
EDUCATION/TRAINING Bachelor’s Degree from an accredited four (4) year college or university in Natural Resources Management, Environmental Planning/Management, Computer Science, or a related field.
EXPERIENCE Two to four (2-4) years of experience with Geographic Information Systems (GIS) and database applications. Must also have at least one (1) year of experience in or related to managing natural resources in Hawaii, or similar environment, and at least one (1) year of experience working with National Environmental Policy Act (NEPA) or related environmental planning documentation. Experience must be well-documented and paid. Experience may overlap temporally.
KNOWLEDGE Working knowledge of word processing and database software. Knowledge of ArcGIS geodatabases and applications. Knowledge of NEPA requirements and process.
ABILITIES & SKILLS Able to work with environmental planning requirements and procedures. Ability to work well in a team setting, as well as work independently on tasks. Must be able to maintain a positive professional attitude in support of a productive work environment. Ability to manage time and priorities for multiple projects. Must have good oral, written, and cartographic communication skills. Ability to use compass, maps and GPS. Computer literate in Microsoft Office applications, including Word, Access, Excel, and PowerPoint. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid person driver’s insurance equivalent to Hawaii’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check for employment as a Navy Contractor. Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals.
PHYSICAL/MEDICAL DEMANDS Ability to conduct work under strenuous outdoor conditions (e.g., extreme weather, thick brush, steep terrain) on a secured military base.

SECONDARY QUALIFICATIONS:
Master’s Degree from an accredited four (4) year college or university in Natural Resources Management, Environmental Planning/Management, or a related field. Knowledge of Department of Defense, preferably Navy, natural resources programs, and the policy and organizational contexts within which they are managed. Experience with NEPA document preparation. Working knowledge of Clean Water Act compliance and National Pollutant Discharge Elimination System (NPDES) permit planning. Knowledge of cultural history preferably of Hawaiian and/or Pacific Islands. Ability to update software and provide office Information Technology (IT) support.
