WHO WE ARE: The Madison County Council of Governments (MCCOG) is the metropolitan planning organization for the Anderson Metropolitan Area, which includes all of Madison County, Indiana, Fortville, Indiana (northwest Hancock County), and Daleville, Indiana (West-Central Delaware County). MCCOG is responsible for the federally-designated transportation planning requirements and comprehensively coordinating local governments in the metropolitan planning area. Additionally, as the Council of Governments for the region, MCCOG provides full-service technical assistance to local government units in the region. MCCOG has developed and utilizes state-of-the-art design, analysis, and forecasting tools.

POSITION DESCRIPTION: This position will support the continued growth of our GIS capabilities for the agency and with our local governmental units. This highly visible position requires strong interpersonal, communication, management, presentation, negotiation skills, and problem-solving abilities. The incumbent will be responsible for helping to guide and support our partners as well as investments in technology and resources. The ideal candidate is a self-motivated problem solver with a proactive approach driven by the challenges presented to them by our partners and agency priorities. Their technical expertise has been attained over years of working in roles with increasing complexity and responsibilities to help guide our agency and partners on best practices, industry trends, and current and leading-edge technology.

This position offers the successful incumbent the opportunity to develop new opportunities within the agency that provides state-of-the-art service to the agency and our external partners.

REQUIRED SKILLS AND EXPERIENCE:
• 7+ years of related experience in GIS
• Bachelor’s degree in Geography, GIS, Civil Engineering, Planning, or related field (GIS or IT preferred).
• Experience with relational databases such as SQL Server.
• ArcGIS Server and Enterprise GIS
• ESRI EOL licenses and budgeting
• Ability to lead and train staff
• Ideal candidates will have extensive GIS experience servicing local agencies that interface with our internal teams for transportation, land use, asset management, public safety, parcel maintenance and fabric, and federal and state agencies.
• Experience creating technical and project documentation and diagrams.
• Experience with the full Esri software suite and products, including online publishing and extensions such as Spatial Analyst, Roads and Highways, and Business Analyst (Drone to map a plus).
• Preferred experience with common asset management platform(s).
• A deep understanding of data: modeling, scrubbing, manipulation, hierarchies, maintenance, and relationships with specific experience focused on the task areas noted above, such as transportation, parcel maintenance, asset management, environmental, and design.
• Ability to manage change request processes for updating asset registries and classifications stored in a web-based platform.
• Coordination and support for data such as asset owners on adjustments to the asset registry.
• Understanding of asset condition and criticality ratings.
• Guide and direct internal staff and partners on using geospatial technology and asset management software, identifying areas to leverage and better utilize its capabilities helping to move our partners forward.
• Experience with data collection and asset inventory collection platforms and methodologies.
• Experience with data governance from a policy and procedural perspective.
• Connect/cross-market GIS capabilities across other disciplines under Applied Technology.
• Actively participate and serve as a leader in Indiana GIS groups and associations as a committee member or speaker at events.
• Leverage the agency’s technical expertise to drive thought leadership by presenting at conferences.
ADDITIONAL SKILLS AND EXPERIENCE:
• Effective communication skills, strategic thinker with initiative and leadership in the advancement of multi-disciplinary services.
• Experience designing and architecting technology solutions.
• Microsoft Office Suite and Sharepoint.
• GISP Preferred (and Project Management Professional (PMP) a plus) certification is desired. Microsoft Professional Certification is a plus.
• Leverage the agency’s technical expertise to drive thought leadership by presenting at conferences.
• Knowledge of Python or additional programming languages (or willingness to learn)
• Familiarity with City Engine, 3-D, drone mapping, and other uses of GIS are a plus.
• GISP Preferred.

LOCATION: On-site with potential for hybrid after one year in Anderson, IN. There are no specific residency requirements, provided the incumbent lives within a reasonable commuting distance.

SALARY RANGE & BENEFITS: $82,000+depending upon qualifications with an excellent benefits package. Salary depends on incumbent qualifications and will include medical, dental, vision, life insurance, and retirement pension through the Indiana Public Retirement System (IN-PRS). Additional benefits include a competitive package with compensatory time, training/traveling expenses including per diem, and vacation/sick leave that promotes work-life balance.
