Title: Utilities Capital Project Engineer

Performs difficult and complex professional and administrative work in administrating, planning, organizing, and directing the design and construction of the Winston-Salem/Forsyth County Utility Department's Capital Improvement Program; and related work as apparent or assigned. Work is performed under the general direction and regular supervision of the Assistant Utilities Director - Operations. Continuous supervision is exercised over 3 Civil Engineers, a Senior Civil Engineer, and the Infrastructure Asset Management Engineer.
Examples of Duties:
Prepares and presents the annual Utilities Capital Improvement Budget to the Winston-Salem/Forsyth (WS/FC) County Utilities Commission for approval.
Oversees the Capital Improvement Projects, Utilities Plan Review, and Asset Management groups.
Supervises 5 direct reports.
Directs engineers and consultants in the scheduling of projects to meet system needs and growth projections.
Prepares action request forms for the WS/FC Utilities Commission for approval of engineering agreements, amendments, or various other items needing Commission approval.
Prepares and presents monthly Capital Improvement Projects PowerPoint updates to the WS/FC Utilities Commission.
Provides regular updates to the Capital Improvement Projects spend plan for the Finance Department.
Participates in the administration of debt issuance and recovery.
Plans, directs, and coordinates the design and construction of improvements of WS/FC Utilities Commission treatment plants, distribution and collection systems, pump stations, elevated tanks, and related facilities.
Meets with representatives of local governments and regulatory agencies to coordinate projects and recommend solutions.
Participates in mediation and/or settlement discussions involving property acquisition or construction claims.
Maintains records of State Revolving Fund (SRF) loan documents.
Education and Experience: Bachelor's degree with coursework in Civil or Environmental Engineering, or related field and extensive experience in the field of civil or environmental engineering, construction, project management, or equivalent combination of education and experience.
Knowledge, Skills and Abilities:
Thorough knowledge of City and Department policies and procedures; comprehensive knowledge of Utility Capital Improvement Budgets; ability to supervise and review the work of those assigned; ability to effectively communicate both orally and in writing; ability to manage multiple projects and priorities and to meet project deadlines; knowledge of administration of debt issuance and recovery; ability to prepare technical reports; thorough knowledge of Microsoft Office Suite and position specific software; ability to plan and coordinate the work of assigned personnel; ability to establish and maintain effective working relationships with associates and the general public.
Physical Requirements: This work requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires sitting and occasionally requires standing, walking, tasting or smelling and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment: work is generally in a moderately noisy location (e.g. business office, light traffic).
