Position Objective:
The role of the Cartographer is to maintain GIS maps and databases, create cadastral maps for use by the office of the Director of Equalization and other GIS users, and to provide GIS support to other government departments and users, all under the supervision of the Director of Equalization and direction of the Geographic Information System Coordinator.

Essential Functions:
Creates, edits, and assures quality control of GIS maps and data using ArcGIS and coordinate geometry;
Performs map layout and production using ArcGIS;
Reviews preliminary and final plats for accuracy and completeness providing recommended changes to Planning and Zoning departments and surveyors;
Researches documents regarding ownership and related issues surrounding property;
Maintains tax parcel ID control database;
Edits, deletes, and adds new tax parcel records to Pennington County database system;
Assists the public and staff with GIS related questions.

Experience and/or Education Required:
Associates degree in geography, GIS, computer science or related field preferred
1 year of working experience using ArcGIS desktop software required
Knowledge of cartographic principles and spatial coordinate systems, property legal descriptions, and land surveying techniques and coordinate geometry required
Good working knowledge and experience using typical office word document and spreadsheet software required

Physical Requirements:
Must be able to frequently sit, walk, stand, bend, kneel, stoop, reach and lift, push or pull and manual dexterity is needed to type, write, use a calculator, and answer telephone.
Upper body strength is a requisite to lift/move a maximum of 20 lbs. unassisted; and lift/move a maximum of 50 lbs. with assistance.
Ability to communicate effectively orally and in writing.
The ability to talk and hear via the telephone and through face-to-face communication is needed.

Working Environment:
Most work is performed indoors in an office where noise and interruptions often occur.
Overtime hours may be required to meet project deadlines.
Some travel required for training and meetings.
