Position Description:

City of Billings IT is seeking a GIS Technician that will develop, analyze, and maintain GIS information for the City’s Street and Traffic Division. This is a new position for the City and offers the opportunity to work with an award-winning GIS Team.

Essential Duties and Responsibilities include but are not limited to:
• Digitizes and enter public works asset data from hard copy graphics (i.e., as-built diagrams) and digital sources such as geo-rectified CAD files or survey grade GPS points.
• Generate map products, reports, figures, and statistics per routine and ad hoc requests.
• Performs ongoing maintenance and cleanup of datasets to in a constant effort to improve data accuracy and integrity.
• Attaches closed-circuit television inspection video/report files to utility layers and enters associated condition scoring into asset management software (Cityworks).
• Assists in tracking the completion of construction projects.
• Works with GIS Specialist to develop additional Enterprise applications (e.g., ArcGIS Dashboards, Field Maps, Insights, and Solutions) based on recommendations from the Public Works IT Data Steering committee.
• Works with GIS Asset Analyst to create new layers for asset management purposes and more tightly integrates existing datasets to the Cityworks software platform.
• Responds to third-party requests for City GIS data deliverables and products.

Work Schedule: Monday through Friday, 8:00 a.m. – 5:00 p.m. These hours may vary based on operational needs.

Compensation: $23.41 - $31.34/hour, salary at hiring will be dependent upon the applicant’s experience (the salary range shown reflects steps 1 and 7 of a 7-step pay scale). Step increases are awarded annually until the highest step is achieved, additional longevity pay is earned based on years of service and COLA increases are provided as approved by City Council each July. Exceptional benefits are provided including health/life insurance, retirement plan with generous employer contributions, voluntary 457 deferred compensation plan, sick leave, 10 paid holidays per year, 3 personal days per year and 3 weeks’ vacation leave per year. Vacation accruals begin immediately, increase with longevity and are available to use after 180 days of employment.

Required Skills/Qualifications:
• Two (2) years formal training beyond high school in geography/GIS
• One (1) year related work experience in geography/GIS


• Three (3) years related work experience in geography/GIS


• A valid Montana driver’s license or must be obtained within thirty (30) days of employment
• Must be able to successfully pass a Federal and State criminal history background check

Preferred Skills/Qualifications:
• Experience using ESRI products, including ArcGIS Pro, ArcGIS Enterprise (Portal), and other relevant GIS software
• Experience with ArcGIS Online and reading civil construction drawings
