GIS TECHNICIAN

GENERAL DEFINITION OF WORK:

This is skilled technical work designed to support the development, operation, maintenance, and enhancement of designated components of the utility’s geographic information systems (GIS). Tasks are performed in the field and office, during which class incumbents use technical expertise, in combination with a variety of electronic devices, to identify, plot, collect, store, transfer, and display mapping, geographic, land use, and demographic information, as applicable or assigned. Work is performed under the general supervision of the Manager of GIS.

TYPICAL TASKS:

Provides support for creating, editing, maintaining and utilizing GIS data layers for the utility’s enterprise GIS systems. Maintains the integrity of system connectivity as it relates to modifications made. Upholds the quality requirements established for GIS data. Utilizes GIS and CAD software to prepare submitted land base files for inclusion in the utility’s GIS. Performs maintenance activities on GIS data as instructed. Applies modifications to GIS from as-built drawings. General understanding of other areas of GIS such as mobile, web mapping, design, outage management, etc. in order to assist users with GIS software and data. Assists in training efforts where necessary in these other areas. Researches GIS databases and other materials to provide information upon request. Performs printing and scanning as requested. Conducts field audits for translation back to GIS data as needed. Prepares special drawings, maps, charts, graphs and reports from GIS as requested. Works with GIS colleagues to improve GIS standards, practices, and workflows pertaining to the upkeep of the utility’s enterprise GIS systems. Performs related tasks as directed.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of electric utility power delivery general operations and equipment. Knowledge of the principles of geography as they relate to the earth’s surface. Knowledge of map preparation, computer aided mapping and illustration work. Knowledge of geo-processing technology. Knowledge of mobile data collection. Knowledge of surveying and engineering mathematics and their applications to surveying and engineering computations. Knowledge of documentation and graphic representation. Knowledge of Internet technology, including HTML and FTP. Ability to comprehend GIS data structures and an understanding of how to edit, query, and manipulate them. Ability to perform technical surveying computations, including coordinate geometry calculations. Ability to use the tools and concepts of the enterprise in which the employee works. Ability to solve problems and gather necessary information. Ability to work from and interpret construction plans, utility maps, field notes, tie record books, blueprints and drawings. Ability to carry out difficult written and oral instructions. Ability to establish and maintain effective working relationships with others. Ability to explain technical information to non-technical users and tactfully deal with the public. Ability to express ideas effectively both orally and in writing. Ability to make accurate, neat and legible representations. Skill in the care and use of pertinent equipment and instruments. Skill in the use of personal computers and associated applications and programs necessary for successful job performance. Ability to develop proficiency with ESRI’s ArcGIS for Desktop (ArcMap), Schneider Electric’s ArcFM Solution, and Autodesk’s AutoCAD software. Ability to effectively respond to some work tasks on short notice.

EDUCATION AND EXPERIENCE:

Completion of a two-year vocational or college level program in computer drafting, computer science, geography, cartography, land surveying and mapping, geomatics, engineering technology or a related field; or a high school diploma, and two years of technical experience that includes work in at least two of the following areas: computer aided drafting, GIS/GPS, surveying, locating underground utilities, utility mapping, construction inspection, or engineering technology; or an equivalent combination of GIS coursework, training, and experience. Electric Utility experience preferred.

SPECIAL REQUIREMENTS:

Must possess a valid Class E State driver’s license at the time of appointment.

Individuals in this classification are considered essential during emergency and storm situations and must be able to work 16 hours per day for extended periods of time.




GIS ANALYST

GENERAL DEFINITION OF WORK:

This is advanced technical and professional geographical information system (GIS) work using specifically designed software to perform analysis and evaluation of a variety of geo-spatial data. This position is responsible for the maintenance and quality of department data to be entered, manipulated, analyzed and viewed for specific information, as it relates to the data’s geographic position on the earth's surface. Incumbents also develop and document GIS-related procedures, application and user-interface requirements, conduct user needs assessments and recommend implementation of GIS solutions and standards. Incumbents serve as the liaison between the GIS and IT departments for issues related to the development and implementation of GIS applications and databases. Work is performed under the general supervision of the Manager of GIS.

TYPICAL TASKS:

Provides support to all utility users of GIS data and software systems. Provides advanced support of creating, editing, maintaining and utilizing GIS data layers for the utility’s enterprise GIS systems. Maintains the integrity of system-wide connectivity. Validates and ensures data meets quality requirements established for GIS data. Monitors all established workflows in/out of the division. Performs advanced GIS analysis, queries, reports and data manipulation as needed. Reviews all edits in order to maintain data quality per GIS standards. Performs advanced maintenance activities on all GIS data. Reviews completed as-builts to ensure compliance with GIS standards. Performs advanced GIS data projects as assigned. Advanced understanding of other areas of GIS such as mobile, web mapping, design, outage management, etc. in order to assist users through a helpdesk ticketing system. Prepares and conducts user training sessions in these other areas. Prepares and maintains user and system documentation. Conducts advanced research of GIS databases and other materials, including historical and property records. Conducts field audits for translation back to GIS data as needed. Prepares special drawings, maps, charts, graphs, and reports from GIS as requested. Performs various upper level procedures and practices in maintaining and advancing GIS data and applications. Coordinates training and documentation efforts where necessary. Installs and configures GIS-related software as required. Performs various advanced GIS maintenance and integration projects as needed. Works with GIS colleagues to improve GIS standards, practices, and workflows pertaining to the upkeep of the utility’s enterprise GIS systems. Performs related tasks as directed.

KNOWLEDGE, SKILLS AND ABILITIES:

Considerable knowledge of geographic information systems. Thorough understanding of GIS/GPS systems and terminology. Some knowledge of both spatial and non-spatial database development and design. Understanding of cartographic presentation skills and concepts. Knowledge of Internet technology, including HTML and FTP. Strong working knowledge of computer hardware, operating systems and application software. Ability to communicate clearly and concisely both orally and in writing. Ability to use GIS tools such as Arc View, Arc GIS, AutoCAD and GPS equipment. Ability to comprehend GIS data structures and an understanding of how to edit, query, and manipulate them.

Ability to make complex mathematical calculations. Ability to understand and work from oral and written instructions and sketches. Must be flexible and able to effectively respond to some work tasks on short notice. Ability to conduct work project design field observations.

Ability to document procedures. Ability to understand and adhere to an information systems applications development lifecycle process. Ability to establish and maintain effective working relationships with others. Ability to explain technical information to non-technical users and tactfully deal with the public. Well-developed problem-solving skills.

EDUCATION AND EXPERIENCE:

Minimum Requirements:
Bachelor’s degree from an accredited college or university in geography, computer science, engineering science, or a related field and two years of professional experience that includes GIS analysis and database maintenance; or one of the following combinations of education and experience: Graduation from high school supplemented by drafting, CAD, or GIS courses and five years GIS experience with at least two years that includes GIS analysis and database maintenance; or any combination of education and GIS experience with at least two years that includes GIS analysis and database maintenance.

Preferred Experience:
Working knowledge of Electric Utility power delivery and operations. Proficiency with ESRI, Schneider Electric’s A and Autodesk’s software solutions. Working knowledge in the use of AutoCAD software in the drawing of civil and/or electrical engineering drawings. Use of ArcGIS analytic tools and database management. Successful deployment of integration projects between GIS and other business enterprise and analytic systems (ex. Financial, Customer Service, Outage Management, Power Distribution Engineering Simulation, etc.).
