Job Summary/Scope
COVID-19 continues to significantly impact our communities, families and employees. With employee health and safety as a top priority, the City of Wilson is taking action to address the increased risk and uncertainty COVID variants pose in the workplace. Effective Monday, November 8, 2021, all newly hired employees will be required to be fully vaccinated before their start date.

The purpose of this position is to perform technical and clerical duties in support of the electric functions of the division. Success in this position ensures the efficiency of division operations.

The work consists of varied technical and clerical duties. The need to complete multiple tasks at the same time contributes to the complexity of the work


Job Responsibilities
Major Duties

Performs GIS mapping and engineering support duties.
Edits, maintains and researches facilities and reference data.
Designs and plots field and proposal maps.
Creates and drafts construction packets and plans.
Assists supervisor with facility design and studies.
Captures and locates facilities with GPS unit.
Reviews as-built accuracy.
Maintains system files and tile books.
Serves as liaison for the Technical Review Committee.
Creates work orders.
Communicates with field crews, contractors, supervisors, and engineers.
Performs customer service duties; responds to and resolves customer complaints.
Creates and maintains databases and spreadsheets for various recordkeeping purposes.
Performs other related duties as assigned by division supervisor.

Guidelines
Guidelines include city ordinances, policies, and procedures, relevant federal and state laws and regulations, NC 811 policies, NCDOT encroachment, NESC, NEC and construction policies, and supervisory instructions. These guidelines are generally clear and specific, but may require some interpretation in application.

Minimum Qualifications
GIS Technician I

$42,993.84 - $71,154.97 Annually
Education/Experience Requirements
Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service.
Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
GIS Technician II
$45,170.40 - $74,757.20 Annually
Education/Experience Requirements

Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with an Associates Degree in related field.
Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with three to five years experience.
Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.


Knowledge Requirements
Knowledge of the operation of the Geographic Information System.
Knowledge of state and federal Department of Transportation pipeline rules and regulations.
Knowledge of city personnel and payroll policies.
Skill in the use of general office equipment, including a computer, calculator, facsimile machine, and copier.
Skill in the operation of MicroSoft Office and AS 400.
Skill in using GPS equipment.
Skill in public and interpersonal relations.
Skill in oral and written communication.


Work Environment/Physical Demands
The work is typically performed in an office while sitting at a desk or table.
The employee occasionally lifts light objects, and must distinguish between shades of color.
