We are a talented, hardworking group that share values and characteristics that drive client, professional, and personal success. geocgi is looking for a GIS Analyst to lead GIS support at Tobyhanna Army Depot in Northeastern Pennsylvania. This is a full-time onsite position. The candidate will serve the Installation Geospatial Information and Services (IGI&S) program with cross functional services in support of Environmental Management, Facilities Management, Health and Safety Risk Management, and Capacity Planning. The candidate will execute the responsibilities of a GIS Analyst which include:

• Troubleshooting, data development guidance, data integration, and data access support to GIS users for the GIS software/hardware
• Maintaining current data layers for planning - variables such as environmental areas of concern, current and future space utilization, room area identifiers and attributes, personnel population, and cost center location.
• Developing Risk Management confined space layers and maintain associated data.
• Support the Fire Department and Safety Division to produce Evacuation Plans for the entire industrial and administrative area of the depot.
• Continuing support of the depot directorates and tenants in creating maps and standardizing spatial data.
• Training in SDSFIE compliance for those who will be maintaining data as subject matter experts (SMEs).
• Guiding ongoing GIS, CAD, and Building Information Modeling (BIM) data development and integration.
• Develop interactive online GIS applications for better decision support by non-technical GIS users.
• Communicating GIS developments and Army Geospatial regulations and requirements to local personnel, including but not limited to, Division of Public Works (DPW), Division of Risk Management (DRM), Division of Information Management (IMD or DOIM), and Directorate of Production Engineering (D/PE).
• Providing technical expertise and leadership to manage installation geospatial information (GIS) and services’ assets.
• Providing geospatial data collection, sustainment, and data maintenance services to meet installation business processes and provide a common installation picture.
• Managing geospatial update activities associated with addition/modification of facilities, environmental conditions, range activities, real property reconciliation and safety conditions.
• Submission of geospatial data to the Headquarters, Department of the Army (HQDA) geospatial authoritative data source (ADS) for archival and high-level leadership decision support and awareness.
• Providing data analysis and spatial analytical support where necessary and required using both quantitative and qualitative data.
• Providing data visualization tools and presentations utilizing display dashboards, graphs, and charts.

The following are requirements of the GIS Analyst:
• Bachelor’s or master’s in geography, GIS, master planning, computer science, engineering, or a related field.
• 10 years’ experience in geospatial industry
• Demonstrated proficiency with ArcGIS Enterprise, ArcGIS Server, Portal for ArcGIS/ArcGIS Online
• Expertise with ArcGIS Desktop including extensions such as Spatial Analyst and Data Interoperability.
• DoD Secret Level Clearance

The following are desired capabilities and experience of the GIS Analyst:
• Certifications (GISP, Security+, Esri, Microsoft, PMP)
• Familiarity with SDSFIE and DoD IGI&S programs.
• Prior experience supporting BIM/CAD to GIS data transformations.
• ArcGIS Server, ArcGIS Online, and Portal for ArcGIS Administration.
• Experience with enterprise geodatabase management in SQL Server environment.
• Knowledge of Python or C++.
• Demonstrated history of creating complex ModelBuilder tools for automation.
• Understanding of feature and map service publishing workflows and processes for administration.
• Familiarity with the ArcGIS JavaScript API to extend functionality is custom web applications.
• Ability to work independently and proactively to take initiative to solve complex problems.
• Excellent writing and communication skills.
