Job Summary:

Under the direction of the Information Technology Director, the GIS Analyst will be responsible for creating and maintaining spatial data that will assist in the management of Valley County resources. The position will work closely with the Community and County departments on GIS needs.

Duties and Responsibilities

• Interact with County departments to assess information needs
• Work as a member of I.T. on assigned projects or requests.
• Manage GIS planning activities to ensure consistent and efficient GIS operations
• Analyze, design, develop, and maintain the GIS.
• Research, collect, compile, and analyze information and data to be used in the GIS.
• Digitize existing paper maps for various departments.
• Produce maps for a variety of complex projects for all departments and County infrastructure.
• Provide technical advice, interpretation, and troubleshooting for departments currently utilizing GIS.
• Provide digital and printed maps for the public and staff.
• Work closely with other departments or outside agencies regarding future GIS projects.
• Coordinate with other agencies in data exchange and other related tasks as needed.
• Create new data using current field data collection techniques.
• Give guidance into the acquisition of GIS / GPS software and hardware.
• Help promote GIS within Valley County by presenting at regional GIS meetings and other locations as requested.
• Seeks outside funding opportunities for IT & GIS projects through grants and other programs.
• Work closely with towns within Valley County to provide GIS expertise.
• Responsible for working safely and in compliance with Safety rules at all times.
• Must be able to develop and maintain working relationships with the public, fellow employees, and supervisors
• Must be reliable and arrive to work on time.
• Other duties as assigned.

Qualifications

• Bachelor’s degree in Geographic Information Systems or closely related field required.
• 5+ years of experience as a GIS Analyst or similar position with professional level experience in the design, development, implementation and administration of geographic information systems, including analysis and database development and integration.
• Skilled in the Microsoft Office (Word, Excel, PowerPoint, Access, Outlook);
• Knowledge of research methods and procedures used in data recording and statistical analysis.
• Knowledge of GIS database systems. Knowledge of programming and scripting required by GIS technology.
• Extensive knowledge of ESRI’s GIS 10.1+ software products including ArcGIS Advanced and ArcView, ArcGIS Server and ArcGIS Extensions; Arc Reader, Spatial Analysis, ArcGIS Online and others;
• Must be proficient with current cartographic skills and procedures within ArcMap.
• Ability to explain GIS-related technical issues and concepts to non-technical staff.
• Ability to effectively present information and respond to questions from groups of managers, clients, outside agencies, and the general public.
• Ability to plan, manage, and implement GIS-related projects.
• Extensive knowledge of GPS data collection and associated principles and practices
• Knowledge of cartographic principles, map projects, coordinate systems, map scale, accuracy, and spatial analysis.
• Ability to follow oral and written instructions.
• Ability to interpret maps, site and building plans and specifications, graphs and statistical data;
• Ability to understand property descriptions

• Ability to prioritize projects to ensure efficient use of County staff and resources.
• Ability to prepare clear and concise technical documents, reports, correspondence and other written materials.
• Some knowledge of Information Technology systems and troubleshooting skills or experience desirable.

Working conditions and physical demands

• Exposure to heat and air conditioning.
• Exposure to out of door conditions.
• Ability to sit at and operate a computer for periods of time.
• Must be able to hear, see, and talk with or without reasonable accommodation.
• May lift up to 50 pounds.
