Kinder Institute for Urban Research at Rice University (https://kinder.rice.edu/ ) currently has a position opening for a GIS Developer. This position supports the development and launch of the Urban Data Platform (UDP).
The UDP is envisioned to be a conduit, receptacle and portal for Houston focused geospatial data. As Kinder begins year 2 of a 3 year effort the GIS Developer will work collaboratively with project team comprised of: data managers, GIS analysts/ technicians, and business system analysts to lead the following efforts:
Design, deploy and maintain Enterprise/SDE Geodatabases;
Develop efficient and sustainable ETL (extraction, transformation and load) procedures;
Develop applications that provide geographic data products and services in the following environments
1) Secure (virtual machine) for researchers and
2) Public (web based) for members of the broader Houston community.
Work to develop and maintain geospatial data standards: processing, documentation and metadata.
Concentration / Degree Type:
-Geographic information systems, geography, planning, landscape architecture, civil engineering, computer science, statistics, or a related field.
Substitution for Education Requirement:
-May substitute additional related experience, above and beyond what is required, on an equivalent year for year basis in lieu of the education requirement.
-Master's degree and equivalent course work in geographic information systems, geography, planning, landscape architecture, civil engineering, computer science, statistics, or a related field.

-2+ years of PL/SQL, T-SQL, SQL
-3+ years Esri ArcGIS Desktop and Server 9x/10x
-2+ years Esri ArcGIS Server services
-2+ years Esri ArcGIS Desktop GeoProcessing services development
-2+ years Esri ArcSDE/SQL geodatabase development
-2+ Python Scripting
Substitution for Experience Requirement:
May substitute additional related education, above and beyond what is required, on an equivalent year for year basis in lieu of the experience requirement.
Five (5) years' experience (including coursework) using Geographic Information System (GIS) software GIS-based programming.
Certified DBA (SQL/Oracle)
-Comfort working in Microsoft: operating systems and platforms (.NET, Python, PHP, etc.), application servers (IIS), and architecture.
-Ability to clearly communicate technical ideas, whether to other technical peers or non-technical project managers or users.
-Proficient database development and management experiences.
-Expert web application development abilities.
-Strong SQL and Python coding skills.
-Comfortable working in team based environment.
-Creative, flexible and results oriented approach to problem solving.
Internal / External Contacts:
-Supervisor and Rice research community.
-Long periods of working in front of a computer (up to 8 hours each day).
-Some travel and weekend/evening work may be required.
-Lead the development of GIS spatial products and web applications to meet user needs.
-Conduct data cleaning and standardization utilizing GIS tools.
-Design and maintain Microsoft SQL server spatial database.
-Develop programming scripts and other automated processes to expedite routine data analyses and mapping functions.
-Identify client requirements and then design & maintain online, self-service GIS applications for clients to access information and perform data analysis.
-May act as technical lead and direct the work of others or lead project efforts, including liaison with stakeholder groups.
-Collaborate with project team on data collection and analysis methods. Revise and refine additional data and collection reporting requirements.
