GEOGRAPHIC INFORMATION SYSTEMS (GIS) SPECIALIST



This recruitment is being held to establish an open eligible list to fill current and future GIS Specialist positions. This recruitment may also be utilized to fill positions in lower classifications within OC Public Works. This recruitment will be open for a minimum of five (5) business days.

OC PUBLIC WORKS
OC Public Works provides services on a regional basis to unincorporated areas, to cities, and to other County agencies and departments. The primary mission of the department is to protect and enrich the community through efficient delivery and maintenance of public works infrastructure, planning, and development services. OC Public Works core values are integrity, accountability, service and trust.

OC Public Works is a unique County department. The Executive Team is comprised of the Public Works Director and two Assistant Directors leading Customer Service and Engineering Service Branches. The team leads ten service areas: OC Development Services; OC Fleet Services; OC Administrative Services; OC Facilities Design & Construction; OC Facilities Maintenance & Central Utilities Facility; OC Infrastructure Programs; OC Construction; OC Operations & Maintenance; OC Survey; and OC Environmental Resources.

OC Public Works partners with a diverse array of local, state, and federal agencies; special districts and authorities; and the private development community including, construction, planning, and design firms, to accomplish many of the County's infrastructure projects.

THE OPPORTUNITY
OC Public Works has an exciting opportunity for GIS Specialists. The GIS Specialists within the GeoSpatial Services Unit will be assigned to help internal and external customers develop and manage their GIS data. These positions may be required to offer GIS Specialist assistance to OC Survey Field Operations, Operations and Maintenance, Infrastructure Services, or Development Services as needed. Some of the GIS Specialist duties will include supporting the GIS Analyst with integration to internal work order systems, assistance with development of procedures and assistance for mobile data collection.


DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES

The ideal candidate will have a Bachelor's degree in a Geographic Information Systems related field and 3 years of progressively responsible experience operating, maintaining, and implementing automated mapping and/or information systems which would have applied or developed the required knowledge and abilities as listed in the job specification. In addition, the ideal candidate will possess the following core competencies:

TECHNICAL KNOWLEDGE

  • Experience with ESRI ArcGIS Server, ArcSDE, ArcPro, ArcGIS Desktop, and ArcGIS Extensions
  • Experience producing GIS data layers, maps and reports
  • Experience working in ArcGIS Online or ArcGIS Portal
  • Experience editing enterprise ArcSDE/SQL databases
  • Experience publishing services for web mapping applications
  • Knowledge of CMMS and/or CRM systems
  • Knowledge of the Internet of Things and sensor integration using the Esri GeoEvent server
  • Proficiency in programming languages such as Python, ArcObjects, javascript, C#
  • Knowledge of story maps and web GIS technology
  • Knowledge of UAV/UAS/Drone technology and possession of remote pilot certificate
  • Knowledge of surveying principals

ANALYZING AND INTERPRETING DATA

  • Experience performing complex analysis of GIS data
  • Experience processing and analyzing 3-dimensional geospatial data from remote sensing instruments
  • Ability to provide analysis and recommendations for modifying procedures

WRITTEN AND VERBAL COMMUNICATION

  • Experience developing and preparing presentations and reports of GIS data and information using spatial/statistical data workflow models, to inform and update management of project status
  • Effectively communicate, both orally and in writing, project progress and recommendations to all levels of invested parties.
  • Maintain effective working relationships with all internal and external parties involved with assigned projects

ENVIRONMENTAL AND WORKING CONDITIONS



Work is typically performed in an indoor climate controlled office environment. However, for some positions, occasional field work in the course of GIS data collection exposing incumbents to higher noise levels, dust, and/or unpleasant odors may be required. Occasional travel to other locations or field sites may be required for some assignments.
