Must have strong understanding of the goals of the international Open GIS Consortium(OGIS or OGC) and the National Spatial Data Infrastructure (NSDI), Specialized training in Geographical Information Systems (GIS) is preferred with strong knowledge of SQL databases and programming ability., Must have a good understanding of project oriented tasks and ability to plan related work, Must have considerable experience with ESRI software computer graphics GIS queries, network modeling spatial modeling three dimensional modeling street centerline geocoding and a fundamental understanding of object oriented programming, Must have knowledge of topographic maps, planimetric maps and the ability to create data layers on various property and an understanding of linkage analysis

Job Description

FUNCTION:

Provides short, middle and long range planning for proactive, realistic, and fiscally sound solutions to Geographic Information System (GIS). Primary functions cover tasks associated with the system and database administration of the GIS. This position also coordinates knowledge transfer of GIS users and the continued functional development of the GIS programs.

ESSENTIAL DUTIES & RESPONSIBILITIES:

Responsible for the Department s spatial database and system administration.
Conducts investigations to determine requirements and specifications of new GIS projects.
Conducts regularly scheduled system administration and database maintenance.
Responsible for upgrades and updates to the GIS servers and virtual environment.
Proposes problem resolution to GIS environment and explores and facilitates data integration opportunities between GIS and other enterprise systems.
Able to support software developers in designing and fulfilling requirements for application access to enterprise geospatial data.
Administers enhancements to existing systems and coordinates involvement with such.
Coordinates the implementation of new GIS technologies, systems and procedures.
Provides field analysis for problem solving and confirmation of procedures ensuring accuracy.
Coordinates with DPU staff to ensure data quality and compatibility in product production.

MINIMUM QUALIFICATIONS:

A Bachelor of Science degree in GIS, geography, cartography, planning, engineering or another related field from an accredited college or university with a minimum of two (2) years of relevant GIS experience creating and maintaining GIS databases.
Technical certification, or equivalent experience, for ESRI Enterprise Geodatabase Management at the Associate level (http://www.esri.com/training/certification)

NECESSARY KNOWLEDGE, SKILLS & ABILITIES:

Must have strong understanding of the goals of the international Open GIS Consortium(OGIS or OGC) and the National Spatial Data Infrastructure (NSDI)
Specialized training in Geographical Information Systems (GIS) is preferred with strong knowledge of SQL databases and programming ability.
Must have excellent verbal and written skills
Must have a good understanding of project oriented tasks and ability to plan related work
Must have considerable experience with ESRI software computer graphics GIS queries, network modeling spatial modeling three dimensional modeling street centerline geocoding and a fundamental understanding of object oriented programming.
Must have knowledge of topographic maps, planimetric maps and the ability to create data layers on various property and an understanding of linkage analysis.

PHYSICAL DEMANDS:

Must be able to lift and carry a minimum of forty pounds a minimum of twenty feet, be able to bend, crouch and crawl around technical equipment. Be able to wade through muddy, wet, slippery ground cover, use hands on GIS technical equipment, be able to sit in front of computer and navigate GIS computer controls, be able to communicate effectively both orally and in writing.
