Position Description:

The City of Charlotte, Charlotte Water (CLTWater) is seeking a Business Systems Specialist Lead-GIS. CLTWater is an enterprise department of the City of Charlotte with more than $3 billion in assets. CLTWater is one of the largest public water and sewer service providers in the southeast with more than 260,000 customer accounts and 900 employees. CLTWater’s annual budget is approximately $400M including operating and debt service costs. Major Duties and Responsibilities:

The Business Systems Specialist Lead (BSS Lead), as a member of Charlotte Water Information Technology, coordinates technology projects and serves as a team supervisor and liaison for the Geographic Information System (GIS) Program and related applications. The BSS Lead will manage team resources and contractor staff through effective leadership, communication, and mentoring to ensure customer support.
Specific duties include: providing strategic leadership for GIS investments; managing GIS and technical staff; developing and managing operating and project budgets; managing vendor and contractor relationships; providing direction for advanced GIS analysis. The GIS Lead will manage resources used to maintain and deliver data to end users; manage software license and annual maintenance; and provide input on GIS integration with other business systems. Other duties include conducting annual reviews for GIS staff; developing and managing annual capital budgets; providing technical direction for GIS, CAD, water and wastewater system modeling and Survey technologies; managing ESRI suite of applications; maintaining Trimble software; understanding of managing resources in Active Directory; and gathering functional requirements for GIS applications.

Minimum Qualifications:

The position requires a high school diploma or equivalent and 7 years of experience or an Associate’s degree and 5 years of experience in information technology; or an equivalent combination of education and relevant work/industry/military/job specific experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties with GIS system administration, staff management; and project management. Exceptional teamwork and oral/written communication skills are essential.

Preferred Qualifications:
A four-year degree and two years supervisory experience; experience in the water/wastewater industry and field service processes; experience within managing ESRI suite and ArcGIS Online organization; experience supporting Civil 3D application; experience with dynamic and static routing; a basic understanding of firewall and DMZ security; an understanding of managing relational databases and building SQL queries.
Salary Range:

Negotiable, based on experience and qualifications.
