Position Description:

Join Sanborn’s award-winning team! Sanborn is looking for a Project Manager Environmental / NEPA to work onsite with our federal government client in Oregon where will provide National Environmental Policy Act (NEPA) planning, analysis and writing/editing to government Districts in Oregon. The government is developing Resource Management Plan amendments and local analyses to complete multiple NEPA documents and requires additional expertise and skills to successfully complete and document the analysis. This position is located in Vale, OR.

REQUIRED EXPERIENCE:
•Bachelor’s Degree in a directly related field (geography, science, engineering, business or another related field, or equivalent)
•PMP Preferred
•Five (5) years of experience managing complex projects
•At a minimum have National Environmental Policy Act and Planning and Environmental Coordinator skills with at least 5 years of NEPA Planning experience.
•Candidate should be highly motivated, have good commination skills and be able to work well with managers, Interdisciplinary team (IDT) and other staff.
•Advanced expertise in writing NEPA and Land Use Planning documents, shall have project management skills, and be proficient with Handbook H-1790-1 (NEPA Handbook) and Handbook H-1601-1 (Land Use Planning Handbook).

REQUIRED TECHNICAL EXPERIENCE:
•Overall responsibility for organizing, leading and managing the process to amend RMPs.
•Monitor and report progress to the project Steering Committee and any cooperating agencies.
• Bring issues to the Steering Committee for resolution and/or coordination between BLM District Offices.
•Ensure processes are efficient, programmed tasks are completed and planned schedules are met.
•Assure that public involvement and interagency coordination is accomplished in accordance with applicable procedures
• Responsible for implementing processes to promote and effectively utilize public interest and comment throughout the entire planning effort.
•Leads development of material to inform interested publics and solicit public input, analyze and respond to public comment, responds to protests.
•Provides leadership and direction to IDT’s in conjunction with District Planning and Environmental Coordinator.
•Manages multi-disciplinary input of all IDT, managers and contractors to develop alternatives, analyses, affected environment and cumulative effects.

TASKS:
Candidate shall provide oversight, management and document editing services in support of all phases in the development of a Land Use Plan/Resource Management Plan (RMP), including, but not limited to:
a. Preparation of Public Scoping Report
b. Preparation of DEIS/RMP, including:
• Oversee and facilitate preparation of Chapter 1, Introduction of the EIS
• Oversee and facilitate preparation of the Proposed Action and Alternatives
• Oversee and facilitate preparation of the Affected Environment
• Oversee and facilitate preparation of the Environmental Consequences
• Oversee and facilitate preparation of the Draft EIS/RMP, Notice of Availability, and supporting Project Record
c. Preparation of FEIS/RMP, including:
• Oversee and facilitate preparation of Chapter 1, Introduction of the EIS
• Oversee and facilitate preparation of the Proposed Action and Alternatives
• Oversee and facilitate preparation of the Affected Environment
• Oversee and facilitate preparation of the Environmental Consequences
d. Preparation of Records of Decision
e. Preparation of Federal Register Notices of Intent, Notices of Availability, and associated briefing materials
f. Facilitate Public Meetings
g. Prepare Public Comment Report and collect and organize BLM Responses
h. Maintain Mailing lists
i. Oversee and facilitate preparation of Final EIS, NOA and Supporting Project Record

Candidate shall facilitate and provide oversight, management and document editing services in support of all phases in the development of NEPA analysis documents including, but not limited to:
a. Preparation of internal and external scoping documentation
b. Preparation of NEPA Documents
• Oversee and facilitate preparation of Chapter 1, Introduction of the NEPA Document
• Oversee and facilitate preparation of the Proposed Action and Alternatives
• Oversee and facilitate preparation of the Affected Environment
• Oversee and facilitate preparation of the Environmental Consequences
• Oversee and facilitate preparation of the Draft NEPA document, including public notices and supporting Project Record.
NEPA Documents: for the purposes of this program, a BLM NEPA Document is the accumulation of the critical inter-disciplinary and management inputs to draft and finalize the purpose and need, development of the alternatives, and analysis of a proposed action considered by the BLM under NEPA. NEPA documents may include, but are not limited to: DNAs, CXs, EAs, EISs, FONSIs, DRs, RODs, NOAs, and NOIs
c. Facilitate Public Meetings
d. Prepare Public Comment Report and collect and organize BLM Responses
e. Maintain Mailing lists


CANDIDATE PERSONNEL SECURITY AND SUITABILITY REQUIREMENTS
The following forms and inquiries, or their equivalent, will be used to initiate the credentialing process:

If selected to fill the position, a candidate would be required to pass a drug screen and satisfy the requirements of a National Criminal History Check (NCHC) to verify the identity of the individual applying for clearance and to determine the individual’s suitability for the position.
