Position Description:

The City of Worcester seeks qualified applicants for an Addressing Coordinator (Principal Staff Assistant) within its Division of Planning & Regulatory Services for the Executive Office of Economic Development. Under the supervision of the Assistant Chief Development Officer for Planning & Regulatory Services, the position will support the Planning & Regulatory Services Division to coordinate address assignments and perform maintenance and change tracking with all address-using departments and agencies. This individual is responsible for establishing, maintaining, and editing the new Municipal Address Repository (MAR) database. Primary responsibilities include analysis and updates of spatial data related to addressing to ensuring accuracy in the MAR database and ArcGIS. Responsibilities will also include researching and resolving requested and self-initiated database updates and address issues reported by emergency services as well as coordination of updates to standard operating policies and procedures in collaboration with interdepartmental stakeholders.

ESSENTIAL ELEMENTS:

Establish, operate and maintain the City’s new MAR system.
Maintain and update ArcGIS information for address points and street centerlines.
Enforce, update and maintain consistent address assignment policies.
Convene and make presentations to interdisciplinary stakeholders to update policies as needed.
Process and approve permits for street number requests from the public within designated timeframes and in accordance with existing policies, ensuring accuracy and consistency amongst different software programs.
Analyze spatial and non-spatial data related to Addressing to ensure accuracy and currency in the GIS and MAR, and/or synchronization with related GIS data for address matching.
Coordinate address assignments using consistent nomenclature and change tracking and distribution with all relevant City departments, property owners, and USPS.
Research and resolve requested and self-initiated database updates and addresses using the MAR, ArcGIS, and other software applications.
Maintain and update changes to the Official Street Maps in ArcGIS and prepare private street-removal maps for recordation.
Review development applications to ensure compliance with street name guidelines. Coordinate street name approval with other departments and make final recommendations for naming and renaming.
Work with public emergency officials in identifying and correcting existing problematic addresses.
Ensure address and street naming information is consistent with public safety emergency response requirements.
Assist with processing, review, and tracking of applications required by related board/commission processes (e.g., Approval Not Required and Subdivision Plans, Street Petitions, etc.).
Provide other GIS tasks as needed within the division, including the creation and editing of datasets and maps.
Other duties as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

Experience with ArcGIS software, GIS map making, data manipulation and spatial analysis
Ability to analyze and manipulate data and prepare reports and maps
Ability to quickly learn new software and data management tools, desire to stay current with emerging technology
Ability to work independently and as part of a team
Ability to take initiative to identify opportunities for process improvement or streamlining work
Ability to maintain confidentiality
Excellent project management skills

MINIMUM REQUIREMENTS:

Bachelor’s Degree in geography, GIS, planning, urban studies, computer science, or related discipline; OR
Associates degree with two (2) years of professional experience in a related field and a certificate in geospatial technologies will be considered in lieu of the above requirement

Proficient with computers and ArcGIS
Experience reviewing maps and/or development plans
Experience conducting research, querying records, analyzing data, and managing data and processes in an academic and/or professional setting
Experience working with the public providing Customer Service

PREFERRED QUALIFICATIONS:

Three (3) years of experience managing data or processes
Two (2) years of experience using GIS software, particularly ArcGIS in its desktop and online forms (ArcPro)
One (1) year of experience with municipal permitting software (e.g., Open Gov)
Two (2) years of experience with development review processes
One (1) year of experience working in a government setting
Three (3) years of customer service experience working with the public
Two (2) years of experience in an office environment
Two (2) years of experience applying addressing concepts in an academic or work environment
Two (2) years of project management experience
SALARY RANGE: $68,520 - $89,768 annually, full-time, exempt, with an excellent benefits package.
