Toho Water Authority is dedicated to delivering innovative solutions through data driven decision making. We are seeking two experienced GIS Specialists to join our team and play a key role in leveraging geospatial intelligence, performance measures, and technology solutions to drive organizational success. The GIS Specialist is responsible for developing and maintaining spatial databases, maps, and GIS applications. This role collaborates closely with internal and external stakeholders to integrate GIS into various projects, provide technical expertise, and to conduct spatial analyses. As part of the GIS team, the GIS Specialist works to collaboratively implement new solutions, processes, and policies to support and optimize various functions while ensuring the efficient execution of projects and procurement strategies.

This position supports Toho Water Authority by maintaining and producing water, sewer and reclaim assets and other spatial datasets within an ESRI ArcGIS Enterprise environment. This role is also responsible for developing cartographic products, handling stakeholder data requests and inquiries, conducting spatial analysis, and interpreting record drawings. This position may be filled at GIS Specialist levels 1, 2, 3, or Senior, depending on experience and demonstrable skills that align with Toho’s operational and business needs.

Essential Functions
1. Keeps the Toho Promise at the forefront of providing support, collaboration, expertise, and action; builds strategic and collaborative relationships in a way that builds confidence and instills trust; provides excellent customer service in achieving objectives and implementing innovative solutions to challenges.
2. Reads and interprets a wide variety of documents, such as ordinances, subdivision maps, site plans, records and drawings.
3. Produce maps, drawings and data from internal and external requests.
4. Ability to interpret legal descriptions and subdivision plans is desirable.
5. Digitizes GIS features and geo-rectified images, from construction drawings, as-built plans and record drawings to keep the GIS utility database current.
6. Reads easement legal descriptions and deeds.
Works closely with Operations, Engineering, and Environmental teams to ensure, deliver, and communicate accurate GIS data, updates, and deliverables along with supporting Toho project needs.
7. Documents and completes data geospatial projects as assigned by the GIS Manager.
8. Performs GIS quality control processes using predefined processes.
9. Provides technical direction for GIS initiatives; serves on project teams to provide GIS expertise and input such as Cityworks and Lead and Copper Rule Revisions project teams.
10. Performs technical support and analysis using ArcGIS and SQL.
11. Troubleshoots scenarios encountered by GIS Specialists.
Mentors and assists staff by providing guidance and direction.
12. Maintains GIS feature data sets and analyzes aerial imagery.
13. Performs geospatial data analysis, conversion and data maintenance using advanced knowledge in ESRI products.
14. Configures and creates GIS web maps using ArcGIS Server and ArcGIS online.
15. Maintains and evaluates Trimble Connect to determine adequacy for meeting specification for design requirements.
16. Oversees and coordinates Geographic Information Systems (GIS) vertical and horizontal assets across all of the Toho GIS programs.
17. Conducts training, presentations, and demonstrations as needed.
18. Performs GIS data capturing, data conversion, and data entry work using ESRI ArcGIS Desktop software; maintains integrity of data base using quality control procedures.
19. Coordinates and collaborates with other departments to ensure GIS goals, strategies, and objectives are met and on-track.
20. Writes programs, coding, and scripts to automate GIS processes and workflows.
21. Maintains spatial geodatabases, geometric networks, and relational databases.
22. Coordinates integration of GIS with other Toho applications and databases such as customer billing, meter reading, and asset management.
23. Collect GPS coordinates to improve positional accuracy of utility assets using a Trimble GPS device.
24. Uses ground penetrating radar (GPR) to assist in detecting the position of existing assets.
25. Performs geospatial data analysis, conversion and data maintenance using advanced knowledge in ESRI products.
26. Maintains and leverages Trimble Connect to meet Toho redline design requirements.
27. Conducts training, presentations, and demonstrations as needed to provide the appropriate levels of proficiency with GIS.
29. Any other duties as assigned.

Minimum Qualifications
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain that required qualification would be:

GIS Specialist I

A minimum of a High School Diploma or GED issued from an approved GED Administrator
Minimum of 3 years of relevant experience.
GIS Specialist II

Associate of Science /Associate of Arts degree. Any equivalent combination of education and experience.
Minimum of 5 years of relevant experience.
GIS Specialist III

Bachelor’s or higher-level degree. Any equivalent combination of education and experience
Minimum of 8 years of relevant experience.
Sr. GIS Specialist

Bachelor’s or higher-level degree. Any equivalent combination of education and experience
Minimum of 10 years of relevant experience.

DESIRABLE QUALIFICATIONS:

Experience working in a technical, engineering, or computer environment.
Proven success in supporting a utility spatial database.
Bachelor's degree in Geography, GIS, or a related field.
Proven experience with GIS software including import and export of GIS data.
Strong analytical and problem-solving skills.
Excellent and effective communication and teamwork skillsets.
