Position Description:

GIS Technician - $4441-$5413 per month

The GIS Technician is responsible for the operation and maintenance of the GIS, including maintaining the information architecture and the development of specific GIS and related database applications and principles; develops and publishes a variety of map and data layers for staff and the general public; verifies mapping through field checks and provides monthly logs of map updates; provides GIS related information to City staff, outside agencies, and the general public. Conducts research, development, evaluation of capabilities and constraints, and administrative efforts required in supporting GIS/Database/Modeling projects; updates and verifies accuracy of new subdivision and parcel data, including centerlines, public rights-of-way, and utilities; and prepares and executes queries of individual electronic databases and thematic maps producing products that include, but are not limited to maps, tables, plots, charts and graphs. Proficiently uses ArcGIS 10.x, ArcInfo, ArcSDE, ArcServer, COGO, and other modern software including GIS databases to input, edit, update existing base layers and utilities, digitize and update parcels and streets for new subdivisions, and create and plot maps; writes reports, and updates tabular and spatial data using E.S.R.I. and Microsoft applications. Performs fieldwork including collecting facility locations using GPS equipment, facility attribute data using field wireless devices in performance of GIS database maintenance duties; and conducts presentations of system analysis, design, and operational data in a clear, concise, and non-technical manner both verbally and in writing.

EDUCATION AND/OR EXPERIENCE: Four (4) years experience operating an automated mapping system, which includes the initiation, updating, and maintenance of mapping layers; or an Associates degree from an accredited college or university with coursework in geography, computer science, cartography, or closely related field; and two (2) years experience operating an automated mapping system, which includes the initiation, updating, and maintenance of mapping layers, and a High School diploma or GED; or any combination of education and experience that has provided the knowledge, skills and abilities necessary for satisfactory job performance.

KNOWLEDGE OF: Technical software in ArcGIS 10.x and related extensions such as 3d / Spatial Analyst, Geostatistical Analyst, ArcPad, ArcServer, ArcGIS Online, and ArcSDE; map reading, survey and geo-referencing techniques as related to the Geographical Information System; map projections, coordinate systems and datumís, and fundamentals of geometry; AutoDesk products such as AutoCAD Map 3D and Civil 3D for survey input and data conversion from AutoCAD to ArcGIS; SQL database, Microsoft office products including Word, Excel, PowerPoint, and Access.

ABILITY TO: Operate related Engineering software such as AutoCAD, Asset Management (Cityworks), Pipe Network Modeling (Info Water / Sewer), CRW Trakit, and similar programs; operate an office computer and a variety of word processing, spreadsheet, database, presentation, and other related software applications. Direct Geographical Information Systems effectively; operate and troubleshoot system hardware and software; learn, interpret and apply department rules, regulations, and policies; analyze problems, identify alternatives and solutions, project consequences of proposed actions and implement recommendations in support of goals and objectives.
