GENERAL POSITION SUMMARY:
Responsible for the operation and maintenance of the District’s ArcMap/ArcFM based Geographic Information System (GIS) and work order management systems, and for providing a high level of technical support, and services to personnel in digital mapping and District asset management.


ESSENTIAL DUTIES AND RESPONSIBILITIES:
The GIS Analyst will routinely and independently perform, with technical and policy guidance on unusual or complex problems, the following:

• Assist in the development, implementation and maintenance of the District's specialized and dedicated GIS, work design, and work order management software and systems.
• Acts as a technical resource in assisting users to trouble-shoot and resolve problems with specialized GIS systems; recommends solutions.
• Support GIS by acting as a technical liaison between IS and GIS departments.
• Maintain and validate the data integrity and accuracy of the District's GIS and work order management systems with respect to property information, customer data, electrical facilities and equipment by reconciling information gathered from various District documents, processes, employees and outside agencies. May involve mapping research in the field or in the office. Enter new map data using digital files, hard copy graphics, such as asbuilts, CAD drawings, or job maps as well as through digitizing and data entry.
• Participate in the development of long-range planning goals relating to the District's GIS and work order management systems and computer hardware and software requirements including upgrades, software and output/reporting processes.
• Produce, develop and deliver map products and related documents as requested for all departments. Demonstrated abilities to operate a variety of related equipment such as plotter, printer, digital camera, and GPS unit.
• Improve process workflow, manpower efficiencies, and software utilization for system management assisting in research, evaluation, and further development of integrated data management systems.
• Test, maintain, and monitor GIS programs and systems, including coordinating the installation of GIS programs and systems.
• Maintain technical documents. Develop, document and revise system design procedures, test procedures, and quality standards.
• Provide users with assistance solving GIS related problems. (this is redundant to bullet point 2 above)
• Work independently as well as part of a team to ensure deadlines are met.
• Performs tasks as assigned by the GIS Supervisor to help the Engineering business unit meet District goals and expectations.

EXPERIENCE AND TRAINING:
• A minimum of an Associates degree or equivalent in geographic information systems, geography, planning or computer science plus a minimum of two (2) years of experience providing GIS functions. An equivalent of education and experience may be qualifying.
• Experience preferred with National Information Solutions Cooperative (NISC)
• Experience preferred with ESRIs suite of software, including ArcGIS desktop, ArcGIS Server, ArcGIS Portal and Enterprise.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
• Understanding of scripting languages and tools such as: SQL, Python, JavaScript, Perl, ArcGIS Model builder, FME and other spatial data processing skills.
• Demonstrate positive interpersonal and customer service skills to courteously deal with and to establish and maintain effective working relationships with co-workers, other District employees, outside vendors and the general public.
• Ability to work in a multi-task work environment, with constant interruptions and distractions while maintaining and meeting strict deadlines.
• Attention to detail, strong organizationaland analytical skills and knowledge of basic arithmetic skills.
• Must be able to learn departmental operating procedures and programs and must be able to interpret, apply and explain all applicable rules and regulations.
• Must be self motivated with the ability to make independent decisions using sound judgement. Ability to communicate in a professional business-like manner, both orally and in writing. Must understand and follow oral and written instructions.
• Must be able to operate office equipment to perform expected job duties. Must deomonstrate the ablility to handle confidential or private information with maturity.
• Knowledge of Oracle or related RDBMS skills including Database theory.
• Experience in application integration, database architecture, data modeling, and data normalization in an Oracle database environment.
• Thorough knowledge of cartography including scaling and converting cartographic information to digital format is required.
• Must be able to interpret and explain technical concepts and instruct users on concepts and procedures for GIS integrated systems, applications and software.
• Must be familiar, or quickly become familiar with electric transmission and distribution systems, symbols and terminology.
• Experience preferred usingTelvent’s/Schneider ArcFM mapping program and related Oracle database systems.
• Knowledge of ArcSDE and Geodatabase concepts and database design.
• Familiarity of the ArcGIS suite of tools.
• Knowledge of Structured Query Languate (SQL) and programming experience preferred.

WORKING CONDITIONS:
• May require work hours in excess of 8 hours per day, 5 days per week.
• Must wear proper apparel for assigned working conditions in accordance with the District’s dress code policy.
• May require some travel (10%).
• Observe and abide by all District policies, goals and objectives.
• Must be able to remain in a stationary position for 50% of the time with up to 4 hours of consecutive computer work. Must be able to exchange phone conversations with office background noise.
• Must be able to position self to move up to 60lbs.
• Field work subject to all types of weather/driving conditions.
• Must be in good physical condition, able to traverse moderate terrain.
• Work entails driving, entering/exiting of vehicle, in all driving conditions.

OTHER REQUIREMENTS:
• Must be able to pass post offer background check.
• Must have a valid Driver’s license and be able to drive safely in all weather/road conditions.
